FUND ALLOCATION UNDER PMGSY TO HIMACHAL PRADESH
2539 Shri Harsh Mahajan:
Will the Minister of Rural Development be pleased to state:
(a) the year-wise amount of funds allocated by the Central Government to Himachal Pradesh
under the Pradhan Mantri Gram Sadak Yojana (PMGSY) during the last three years;
(b) the actual amount of funds utilized in Himachal Pradesh under the said scheme during the
above period, the amount of funds that remained unutilized and lapsed, if any, along with
component-wise details thereof; and
(c) the total number of Utilization Certificates submitted by Government of Himachal
Pradesh to the Central Government so far under the said scheme, the number of
certificates pending, along with phase-wise details thereof?

(a) & (b): "Rural road" is a State subject, and Pradhan Mantri Gram Sadak
Yojana (PMGSY) is being implemented by the Government of India since the year 2000 as a
one-time special intervention to provide rural connectivity, by way of a single all-weather road,
to the eligible unconnected habitations of the designated population as laid out in the program
guidelines.
Details of Central funds released to the State of Himachal Pradesh under PMGSY during
FY 2022-23 to FY 2025-26 (as on 09.03.2026) and expenditure incurred/ utilization (including
State share) by the State during the same period are as under:

State of Himachal Pradesh has been on-boarded to SNA-SPARSH since August 2025.
Earlier, fund flow was through the SNA account mechanism. Under SNA mechanism, funds
released during a given financial year do not lapse and continue to be available for use in the
following financial years.
(c): Utilization Certificate (UC) is a mandatory document that needs to be submitted before
the next Central Share release. Hence, there is no pendency of UC from the State of Himachal
Pradesh.
