(a) The Ministry is implementing the Centrally Sponsored Scheme of Revamped Rashtriya
Gram SwarajAbhiyan (RGSA) w.e.f. FY 2022-23 in States/UTs, with the primary objective of
strengthening Panchayati Raj Institutions (PRIs) byimpartingtrainingtoElected Representatives
(ERs), functionaries, andotherstakeholders toenhancetheirgovernance capabilitiesfor effective
discharge of theirrolesandresponsibilities.
In the Annual Action Plan of RGSA for FY 2025-26 of States/UTs, Workshops/Training
Programs for rolling out the exercise of PAI 2.0 have been approved under specialized training
programs. These aim to build the capacity of PRIs on the framework of Local Indicators across
nine themes, the data collection process, validation mechanisms, etc., including for the State of
Tamil Nadu.
State/UT-wise funds approved for conducting Training/Workshops on the execution of PAI
version 2.0 are providedat Annexure-I.
(b) The Ministry organized a one-day National Write-shopon Panchayat AdvancementIndex
(PAI) version 2.0 in May 2025. During this event, State Nodal Officers of PAI, District and
Block Officials, Technical Officers, and other stakeholders were oriented on various aspects of
PAI version 2.0,andwere also providedhands-on trainingonthe functionalities of the PAI Portal.
1Furthermore, the Ministry has issued advisories for building the capacity of PRI
functionaries, officials, and frontline workers of line departments through training workshops on
the different stages of PAI version 2.0. These initiatives are aimed at fostering a common
understanding of itsfeaturesandfunctionalities.
Accordingly, the State of Tamil Nadu has organized workshops and training programs on
PAI version 2.0 for Gram Panchayat functionaries, PRI officials, and other stakeholders. The
State has also configured the data points and published the data collection format to facilitate
data entry by Gram Panchayats. Data collection and entry for PAI version 2.0 are currently in
progress
