be pleased to state:
(a) the details of budget allocated for the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)
during the last two years, and the amount spent for each year, year-wise;
(b) the details of targets set for enrolling farmer beneficiaries during the last two years under
PM-KISAN and the number of farmers who have benefitted from the same; and
(c) the details the number of farmers who have been enrolled and have not yet received, or
have partially received, monetary benefits under PM-KISAN during the last two years?

SHRI ARUP CHAKRABORTY, MP DUE FOR REPLY ON 16TH DECEMBER, 2025.
(a) & (b): The PM-KISAN scheme is a central sector scheme launched in February 2019
by the Hon’ble Prime Minister to supplement the financial needs of farmers with cultivable
land-holding. Under the scheme, a financial benefit of ₹ 6,000/- per year is transferred in
three equal instalments, into the Aadhaar seeded bank accounts of farmers through Direct
Benefit Transfer (DBT) mode. Under the PM-KISAN Scheme, cultivable landholding is
primary eligibility criteria to receive benefit of the Scheme subject to certain exclusions
relating to higher economic status.
A farmer-centric digital infrastructure has ensured that the benefits of the scheme
reach all the farmers across the country without involvement of any intermediaries. While
maintaining absolute transparency in registering and verifying beneficiaries, the
Government of India has disbursed over ₹ 4.09 lakh Cr. through 21 installments since
inception of the Scheme. Since it is an entitlement based scheme, wherein every eligible
farmer family is benefited, there is no State-wise target for farmers enrollment and also no
State-wise budget allocation under PM-KISAN. The instalment-wise, State-wise details of
farmers benefitted and amount released to them during the last two financial years is
attached at Annexure.
(c): Under the PM-KISAN Scheme, States/UTs are mandated to identify and verify the
eligible beneficiaries and upload the error-free data of eligible farmers including land
records, linking of Aadhaar with their bank accounts and e-KYC for successful transfer of
the benefits. The registration of farmers and their verification under the Scheme is an
ongoing process. The farmers can register themselves through PM-KISAN Portal, PM-
KISAN App, and Common Service Centers (CSCs). All such applications are approved by
the concerned States/UTs after due verification. In the cases, where the required
documents/details are not provided by the applicant, the application is liable to be rejected
by the State/UT Governments. Once it is approved by the State/UTs, benefit is processed
immediately by the Department.
The number of farmers in the last two financial years who have been enrolled and

13,41,632 farmers did not receive benefits because of various reasons including non
fulfillment of mandatory verification requirements such as land seeding or linking of Aadhaar
with beneficiary’s bank account or eKYC, non-agricultural land use, a member of the family
already receiving benefit of the scheme, voluntary surrender (before receiving any benefit)
and being found income tax payee.
In case of the farmers who received partial benefits, their benefits were stopped to
verify various details including land use and other exclusion criteria. It is pertinent to mention
here that the registration of farmers and their verification under the scheme is an ongoing
process. Once the correct and verified data of farmers is received from the State/UTs,
benefit is processed immediately by the Department and the same is released in the
subsequent instalment.Annexure
