Bharti Pardhi: Shri Bajrang Manohar Sonwane Will the Minister of CULTURE be pleased to state: (a) the details of the policy of the Government to promote art and culture along with the schemes being run by the Government for this purpose; (b) whether any assistance is provided under this scheme particularly to small organisations and individual artists, if so, the eligibility criteria fixed for providing such assistance; (c) the details of the total amount of the allocation made for promotion of Art and Culture during the current financial year along with the share of the said allocation disbursed so far to various States/UTs particularly Madhya Pradesh and Maharashtra; and (d) the details of funds released and utilised under the Financial Assistance for Promotion of Art and Culture scheme State-wise particularly in district-wise along with numbers of cultural organisation in Madhya Pradesh and Maharashtra during the last three years? ANSWER MINISTER FOR CULTURE AND TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) : The Ministry of Culture is implementing an umbrella scheme by the name of Kala Sanskriti Vikas Yojana (KSVY) consisting 08 scheme components under which financial assistance is provided to eligible cultural organizations / individuals to promote art and culture across the country. The brief of the schemes is given at Annexure-I.(b): Yes Sir, Financial assistance is given to cultural organizations/Individuals for the promotion of art and culture across the country including small organizations and individual artists.The broad eligibility criteria fixed for providing such assistance under the schemes is given at Annexure-II. (c): Kala Sanskriti Vikas Yojana is a Central Sector scheme consisting of 08 scheme components, and there is no provision for state-wise allocation of funds under this scheme. Further, details of funds allocated and amount released so far amongst the 08 scheme components during the current financial year is given at Annexure-III: (d): Scheme-wise, State-wise, details of funds released during last three financial years under the scheme of Financial Assistance for Promotion of Art and Culture is given at Annexure-IV. The details of funds released during last three financial year under the Financial Assistance for Promotion of Art and Culture scheme State-wise particularly District-wise in the States of Madhya Pradesh and Maharashtra is given at Annexure-V. ******Annexure – I Annexure referred to in reply of part (a)of the Lok Sabha Unstarred Question No.+3495 answered on 11.08.2025 Brief of the schemes of KSVY Schemes 1. FINANCIAL ASSISTANCE FOR PROMOTION OF GURU-SHISHYA PARAMPARA (REPERTORY GRANT) The objective of this scheme is to provide financial support for all genres of performing arts activities like dramatic groups, theatre groups, music ensembles, children theatre etc. and imparting training of artists by their respective Guru on regular basis in line with Guru–Shishya Parampara. As per the scheme, support is provided to 1 Guru and maximum 18 Shishyas in the field of theatre and 1 Guru and maximum 10 Shishyas in the field of music & dance. Amount of Assistance – Guru Rs.15000/- p.m., Shishya – Rs.2000-10000/-p.m (depending upon the age of artist). 2. SCHEME OF FINANCIAL ASSISTANCE FOR PROMOTION OF ART AND CULTURE: The names and details of the scheme components are as given below: (i) Financial Assistance to Cultural organizations with National Presence The objective of this scheme component is to promote and support cultural organizations with national presence involved in promotion of art and culture throughout the country. This grant is given to such organizations that have a properly constituted managing body, registered in India; having a pan-India character with national presence in its operation; adequate working strength; and have spent 1 crore or more during 3 of the last 5 years on cultural activities. The quantum of grant under this scheme is Rs.1.00 crore which can be increased to Rs.5.00 crore in exceptional cases. (ii) Cultural Function & Production Grant (CFPG) The objective of this scheme component is to provide financial support to NGOs/ Societies/ Trusts/ Universities etc. for Seminars, Conference, Research, Workshops, Festivals, Exhibitions, Symposia, Production of Dance, Drama-Theatre, Music etc. The maximum grants provided under CFPG is Rs.5 Lakh (Rs. 20 Lakh under exceptional circumstances) Organization which can be increased to 1.00 crore in exceptional cases. (iii) Financial Assistance for the Preservation & Development of Cultural Heritage of the Himalayas The objective of this scheme component is to promote and preserve the cultural heritage of the Himalayas through research, training and dissemination through audio visual programmes. The financial support is provided to the organizations in the States falling under the Himalayan Region i.e. Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh. The quantum of grant is Rs.10.00 lakh per year for an organization which can be increased to Rs. 30.00 lakh in exceptional cases.(iv) Financial Assistance for the Preservation & Development of Buddhist/Tibetan Organization Under this scheme component financial assistance is provided to the voluntary Buddhist/Tibetan organizations including Monasteries engaged in the propagation and scientific development of Buddhist/Tibetan Cultural and tradition and research in related fields. The quantum of funding under scheme component is Rs. 30.00 lakhs per year for an organization which can be increased to 1.00 crore in exceptional cases (v) Intangible Cultural Heritage: This scheme was launched by the Ministry of Culture in 2013 for safeguarding the intangible cultural heritage and diverse cultural traditions of the country with the objective of reinvigorating and revitalizing various institutions, groups, NGOs, etc. so that they may engage in activities/projects for strengthening, protecting, preserving and promoting the rich intangible cultural heritage of India. (vi) Financial Assistance for Building Grants including Studio Theatres The objective of this scheme component is to provide financial support to NGO, Trust, Societies, Govt. Sponsored bodies, University, College etc. for creation of Cultural infrastructure (i.e. studio theatre, auditorium, rehearsal hall, classroom etc.) and provision of facilities like electrical, air conditioning, acoustics, light and sound systems etc. Under this scheme component, the maximum Amount of grant is up to Rs.50 Lakh in metro cities and up to Rs.25 Lakh in non- metro cities. (vii) Financial Assistance for Allied Cultural Activities The objective of this scheme component is to provide financial assistance to all eligible organizations for creation of assets for enhancing the audio-visual spectacle for allied cultural activities to give firsthand experience of live performances on regular basis and during festivals in open/closed areas/spaces. Maximum assistance under the scheme component, including applicable duties & taxes and also Operation & Maintenance (O&M) costing for five years, will be as under:- (i) Audio: Rs.1.00 crore; (ii) Audio+Video: Rs. 1.50 crore. (viii) Domestic Festivals and Fairs The objective of this scheme is to provide assistance for holding the ‘Rashtriya Sanskriti Mahotsavs’ organized by Ministry of Culture. Rashtriya Sanskriti Mahotsavs (RSMs) are conducted through Zonal Cultural Centres (ZCCs) where a large number of artists from all over the country are engaged to showcase their talents. From November, 2015 onwards, fourteen (14) RSMs and four (04) Zonal Level RSMS have been organized by Ministry of Culture up till now in the country. 3. SCHEME OF SCHOLARSHIP AND FELLOWSHIP FOR PROMOTION OF ART AND CULTURE: The scheme consists of three components. The names and details of the scheme components are as given below: (i) Scheme For The Award Of Fellowship To Outstanding Persons in The Field Of CultureUpto 400 fellowships (200 Junior and 200 Senior) are awarded in a batch year to outstanding persons in the age group of 25 to 40 years (Jr.) and above 40 years (Sr.) in different cultural fields @ of Rs. 10,000/- p.m. and 20,000/-p.m. for the period of 2 years for cultural research. The Fellowship is released in four equal six monthlyinstallments. (ii) Scheme for Scholarships to Young Artistes in Different Cultural Fields Upto 400 Scholarships are awarded in a batch year. Under this scheme financial assistance is given to young artistes of outstanding promise in the age group of 18-25 years for advanced training within India in the field of Indian Classical Music, Indian Classical Dance, Theatre, Mime, Visual art, Folk, Traditional and Indigenous Arts and Light Classical Music etc. @ Rs. 5,000/- p.m. for 2 years. The Scholarship is released in four equal six monthlyinstallments. (iii) Tagore National Fellowship for Cultural Research The purpose of the Scheme Component is to invigorate and revitalize the various institutions under the Ministry of Culture (MoC) and other identified cultural institutions in the country, by encouraging scholars/ academicians to affiliate themselves with these institutions to work on projects of mutual interest. Upto 15 Fellowships (Rs.80,000/- p.m. + Contingency Allowance) and 25 Scholarships (Rs.50,000/- p.m. + Contingency Allowance) for a maximum period of 2 Years. The Fellowship is released in four equal six monthlyinstallments. 4. FINANCIAL ASSISTANCE FOR CONSTRUCTION OF TAGORE CULTURAL COMPLEXES (TCC) The aim of the scheme component is to provide financial support to NGO, Trust, Societies, Govt. Sponsored bodies, State / UT Govt. University, Central/State Govt. agencies/bodies, Municipal Corporations, reputed not-for-profit organizations etc. for creation of new Large Cultural Spaces such as Auditorium with facilities and infrastructure for stage performances (dance, drama and music), exhibitions, seminars, literary activities, green rooms, etc. The Scheme component also provides support for restoration, renovation, extension, alteration, up-gradation, modernization of existing cultural facilities (Rabindra Bhawans, Rangshalas, Multipurpose Cultural Complexes) etc. Under this scheme component, grant of up to Rs. 15 Crore (Rs. 50 Crore under exceptional Circumstances). 5. FINANCIAL ASSISTANCE FOR VETERAN ARTISTS The objectives of this Scheme is to provide a pension of Rs.6.000/- p.m. to the old artistes and scholars (not less than the age of 60 years and annual income not exceeding Rs.48,000/- p.a.) who have contributed significantly in their specialized fields of arts, letters etc. but are now living in penury condition.Annexure - II Annexure referred to in reply of part (b) of the Lok Sabha Unstarred Question No.+3495 answered on 11.08.2025 The broad eligibility criteria fixed for providing such assistance under the schemes are as under: - (1) The broad criteria for selecting beneficiary organizations for financial assistance for promotion of guru-shishya parampara (repertory grant), scheme of financial assistance for promotion of art and culture and financial assistance for construction of tagore cultural complexes (TCC):- (i) The organization must be registered as a society under the societies Registration Act1860 or as a public trust under Indian Trust Act, 1882 and shall have been functioningfor a period of at least three years. (ii) The organization must be registered on NGO Darpan Portal of NITI Aayog. (iii) The organization must have pre-dominate cultural profile. (iv) The organization must have submitted audit statements of last three years. (v) The organization must have filed Income Tax returns during the last three years. Application(s)/ proposal(s) found complete in all respect are placed before the Expert/Steering Committee, duly constituted for each scheme component by the Ministry, foritsevaluation and recommendations for providing financial assistance on case-to-case basis on the merit of the proposal. (2) Scheme of Scholarship and Fellowship for Promotion of Aft & Culture: - (i) Candidates of scholarshipsmust have already acquired a degree of proficiency in the chosen field. (ii) The candidate of scholarship should have undergone a minimum of 5 years training with their Guru/Institutes. (iii) Candidates of scholarship should have an adequate knowledge in the connected arts/ disciplines (iv) The candidate's age for scholarship should not be less than 18 years and not more than 25 years as on 1st April of the year in which the application is being made (v) Applicant for senior Fellowship should not be the recipient of pension from Ministry of Culture. (vi) An applicant should not have availed of the same scholarship/fellowship earlier. (vii) However, an applicant who had been awarded a scholarship can apply for a Junior Fellowship and a Junior Fellowship can apply for a Senior Fellowship, provided 5 years have elapsed after the closure of the earlier project. (viii) Graduation is the minimum educational qualification for applicants of Senior/Junior Fellowships in the New Areas related to Culture. (ix) The selection of Senior Fellows is made on the basis of synopsis placed before the members of Expert Committee for its evaluation. (x) Selection of Scholars/Junior Fellows is done on the basis of performance of the candidate in the personal interaction/interview before the members of Expert Committee who specialize in various cultural fields. (3) Financial Assistance for Veteran Artists:i. The applicant artist should have contributed significantly in their specialized fields of arts, letters etc. in their active age or are still contributing; ii. The applicant artist should not be less than 60 years of age; iii. Annual income of the applicant must not exceed Rs. 72,000/-; iv. The applicant artist should be a recipient of artists pension of at least Rs. 500/- per month from the concerned State Government/UT Administration, or the artistic credentials of the applicant is verified and recommended by the concerned Zonal Cultural Centre (ZCC), Ministry of Culture. v.
