GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES LOK SABHA UNSTARRED QUESTION NO. 1891 ANSWERED ON 30TH JULY 2026 FUNDS ALLOCATED UNDER APC SCHEME 1891. SHRI BRIJMOHAN AGRAWAL: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) the details of the Pradhan Mantri Kisan Sampada Yojana (PMKSY)’s Agro-Processing Clusters (APC) scheme; (b) the details of the total funds allocated/disbursed under PMKSY’s Agro-Processing Clusters (APC) scheme up to the Financial Year 2026-27 along with the details of the national count of operational tenant units; (c) whether recent audits indicate that Project Execution Agencies (PEAs) complete Core Processing Infrastructure (CPI) primarily to draw grants, yet fail to onboard the mandatory five micro-tenant units, resulting in idle capacity, if so, the details thereof; (d) the details of the tenant occupancy rates of APCs and the Raipur Mega Food Park in Chhattisgarh along with the successful integration of tribal Farmer Producer Organisations (FPOs) and PMFME-funded Micro, Small, and Medium Enterprises (MSMEs) from aspirational districts, district-wise; and (e) the corrective policy measures, such as tenancy-linked final grant disbursements or regulated CPI user tariffs, proposed to prevent PEAs from pricing out local micro- enterprises? ANSWER THE MINISTER FOR FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN) (a): The Ministry of Food Processing Industries (MoFPI) has been implementing the Scheme for Creation of Infrastructure for Agro Processing Clusters (APC) since 2017 as a component scheme of the Pradhan Mantri Kisan Sampada Yojana (PMKSY). The APC Scheme aims to create modern infrastructure for food processing based on a cluster approach, reduce post-harvest losses, add value to agricultural produce, increase farmers' income and generate employment. Under the Scheme, financial assistance in the form of grant-in-aid/subsidy is provided at the rate of 35% of the eligible project cost in General Areas and 50% in North Eastern States, including Sikkim, Himalayan States, notified ITDP areas and Islands, subject to a maximum of ₹10 crore. The Scheme supports creation of Basic Enabling Infrastructure and Core Processing Infrastructure.(b): The APC Scheme is a demand-driven and proposals are invited from prospective investors / entrepreneurs through Expressions of Interest (EoIs) issued by the Ministry from time to time, subject to availability of funds. Up to Financial Year 2026-27, ₹450.30 crore has been allotted under the APC Scheme, against which disbursement of ₹340.86 crore has been made. As on date, 73 APC projects have been approved under the Scheme, of which 13 projects have been completed with 68 food processing units. (c): A third-party Impact Evaluation Study of the APC Scheme under PMKSY was conducted by the Quality Council of India. The study has not reported any finding indicating that the Project Execution Agencies (PEAs) complete the Core Processing Infrastructure primarily to avail the grant while failing to on board the mandatory food processing units. (d) & (e): In the State of Chhattisgarh, under the APC Scheme, one project, namely, M/s K K Agro Trade Ventures Private Limited, has been approved in Bemetara district. As on date, no food processing unit has been established in the said cluster. The APC Scheme aims to create modern infrastructure for food processing and provide common facilities to facilitate establishment of food processing units. The Scheme is intended to benefit farmers and food processing enterprises by strengthening backward and forward linkages. Under the Scheme, grant-in-aid/subsidy is released in phases, with the final instalment being released only after the PEA submits proof of commercial operation of prescribed number of food processing units. Under Mega Food Park (MFP) scheme, the Ministry has approved 41 MFPs in 25 states. One MFP project, approved in the State of Chhattisgarh, is operational. Of the total leasable area of 31.6 acres in MFP in Chhattisgarh, 24.1 acres has been leased out to the food processing units. The details of projects sanctioned under the MFP and APC Schemes in the State of Chhattisgarh, as on 27.07.2026, are at Annexure-I. Further, under the PMFME Scheme, loans have been sanctioned to 28,200 micro food processing enterprises across 112 Aspirational Districts.
