Shri Sudheer Gupta: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether it is a fact that several States have not utilized the funds allocated under Watershed Development Component (WDC) under Pradhan Mantri Krishi Sichayee Yojana (PMKSY) and only about 59 per cent of the allocated budget have been utilized so far; (b) if so, the details thereof and if not, the reasons therefor, State-wise; (c) whether the Government has taken any steps to monitor and expedite the progress of the said irrigation projects, if so, the details thereof; (d) whether the Government proposes to extend the second phase of WDC-PMKSY and if so, the details thereof; and (e) the details of measures taken/proposed to be taken to ensure full and timely utilization of allocated funds under the said scheme? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (Dr. CHANDRA SEKHAR PEMMASANI) (a) and (b): Under WDC-PMKSY 2.0, DoLR has sanctioned 1220 watershed development projects covering an area of 52.93 lakh ha to 28 States and UTs of J&K and Ladakh at a total cost of Rs. 12972.86 crore (Central share: Rs 8487.97 crore). So far, Central share of Rs. 5498.62 crore (64.78 %) has been released to the States/ UTs and Rs.8082.52 Cr. has been utilized (including State share) which amounts to 62.30% of the total project cost. State-wise details of Total Project cost, Central share released and expenditure incurred is given at Annexure. 1(c) to (e) Department is regularly reviewing implementation of WDC 2.0 projects through Review meetings, Video Conferences and writing D.O letters at Minister, Secretary and Joint Secretary level to Chief Ministers of States, Ministers of the Department implementing the scheme, senior officers in the States / UTs for their interventions and supervision, wherever required for effective, speedy and timely completion of the watershed projects. Further, field visits by senior officers in the project areas and review meetings and regular VCs are also held for close monitoring of the project implementation in States /UTs. Concerted efforts are being made for effective and timely completion of the projects for achieving the intended outcomes of the WDC-PMKSY. The progress of the scheme’s implementation was also reviewed during the National Conference held on 10.11.2025, and all States/UTs were requested to expedite the progress by utilizing the allocated funds. The Department also undertook a mass outreach campaign cum special drive, "Watershed Yatra” in project areas under WDC-PMKSY 2.0 across 26 States and 2 UTs w.e.f. 5th February, 2025 onwards for realizing the Community Driven Watershed Development through "Janbhagidari". To continue the momentum of Watershed Yatra, Janbhagidari Cup was also launched to boost people’s participation in soil and water conservation works developed in watershed project areas, to inculcate a sense of ownership amongst the local population and to generate healthy competition amongst watershed projects. Department has also launched a nationwide campaign ‘Watershed Mahaotsav’ starting from Guntur on 11th November, 2025 and is to be celebrated in every watershed project.
