Will the Minister of AYUSH be pleased to state:
(a) whether the Government has sanctioned any funds for the development of AYUSH
infrastructure in Tamil Nadu;
(b) if so, the details thereof along with the funds allocated during the last five years, year-wise,
hospital-wise;
(c) the steps taken by the Government to promote AYUSH medicinal research and related
activities; and
(d) the funds allocated during the last five years by the Government in this regard?

(a) & (b): Under the Centrally Sponsored Scheme of the National Ayush Mission (NAM), as
per the proposals received from the Government of Tamil Nadu through the State Annual
Action Plans (SAAPs), funds have been sanctioned for the development of Ayush
infrastructure. The details of the sanctioned funds allocated during the last five years, year-
wise and hospital/institute-wise, are furnished at Annexure-I.
Further, under the Central Council for Research in Unani Medicine (CCRUM), the Regional
Research Institute of Unani Medicine (RRIUM), Chennai is functioning in the State of Tamil
Nadu. The details of the funds allocated and released to RRIUM, Chennai during the last five
years are furnished at Annexure-II.
1Further, the Ministry of Ayush has also sanctioned funds through the Central Council for
Research in Siddha (CCRS) for the development and strengthening of Siddha research
infrastructure in Tamil Nadu. The details of the funds allocated/utilised during the last five
years, year-wise and institute-wise, are furnished at Annexure-III.
(c): As reported by the Government of Tamil Nadu, a Research and Development (R&D) Wing
has been established at Indian Systems of Medicine (ISM), Chennai to undertake research
activities in the Indian Systems of Medicine. The R&D Wing has integrated research projects
into the practical training of undergraduate and postgraduate students and has provided
research training to students of Siddha, Ayurveda and Unani disciplines. It also conducts
capacity-building workshops for undergraduate and postgraduate students. Further, the R&D
Wing, in collaboration with the State Drugs Testing Laboratory, has completed 132 research
studies and published five research articles. Ongoing research activities include standardization
and evaluation of Siddha and Ayurveda formulations, including poly-herbal anti-diabetic
formulations.
Further, the Central Council for Research in Ayurvedic Sciences (CCRAS) has been promoting
Ayurveda through Information, Education and Communication (IEC) activities using print and
electronic media in English, Hindi and regional languages. These materials are disseminated
through National and State-level Arogya Melas, health camps, exhibitions, expos and outreach
programmes such as the Scheduled Caste Sub Plan (SCSP) Research Programme and Tribal
Health Care Research Programme (THCRP) through its network of 30 peripheral institutes.
The Council also disseminates research outcomes through its website, quarterly CCRAS
Bulletin, and scientific journals, namely the Journal of Drug Research in Ayurvedic Sciences
(JDRAS), Journal of Research in Ayurvedic Sciences (JRAS) and Journal of Indian Medical
Heritage (JIMH), besides publishing books, monographs and technical reports for wider public
access.
Further, the Central Council for Research in Homoeopathy (CCRH), an apex body under the
Ministry of Ayush, undertakes research in Clinical Research, Drug Proving, Drug Verification,
Drug Validation, Drug Standardization, Public Health Research, Fundamental Research and
Epidemic Research through its network of 27 research institutes/units and six Homoeopathic
Treatment Centres across the country. To strengthen homoeopathic research, CCRH has
undertaken infrastructure upgradation of its institutes, established advanced research
laboratories, strengthened postgraduate education, and entered into 12 international
Memoranda of Understanding (MoUs) and one Letter of Intent with universities and scientific
institutions in countries including Germany, Canada, the USA, the UK, Argentina, Israel,
Armenia, Mexico and Brazil. The Council has also implemented public health programmes
such as NPCDCS integration, Swasthya Rakshan Programme, Homoeopathy for Healthy
Child, Scheduled Caste Component Plan health camps and extensive Information, Education
and Communication (IEC) activities, besides providing healthcare services through its
OPDs/IPDs and promoting Homoeopathy through health camps, exhibitions, social media and
awareness campaigns.
Further, the Central Council for Research in Siddha (CCRS), an autonomous organization
under the Ministry of Ayush, undertakes scientific research in Siddha through its network of
research institutes and units across the country. The Council carries out Intramural Research
(IMR), Extra-Mural Research (EMR), clinical research, drug standardization, medicinal plant
research, collaborative research with premier institutions, preservation and digitization of
Siddha manuscripts, publication of scientific literature, development of Siddha pharmacopoeial
2standards, postgraduate research programmes, public health initiatives and awareness
programmes for the promotion and development of the Siddha system of medicine. The
detailed steps taken by CCRS are furnished at Annexure-IV.
(d): Under the National Ayush Mission (NAM), no funds have been sanctioned specifically
for AYUSH medicinal research and related activities.
However, under the Central Council for Research in Unani Medicine CCRUM), the details of
the Budget Estimates (BE) and Revised Estimates/Funds Released (RE/Release) during the
last five years are furnished at Annexure-V.
Further, the details of the grants received from the Ministry of Ayush and the expenditure
incurred by the Central Council for Research in Siddha (CCRS) during the last five years for
the promotion of Siddha medicinal research and related activities are furnished at Annexure-
VI.

Steps taken by the Central Council for Research in Siddha (CCRS) for promotion of
Siddha medicinal research and related activities
The Central Council for Research in Siddha (CCRS), an autonomous organization
under the Ministry of Ayush, is the apex body for research in Siddha and provides healthcare
services through its network of research institutes and units across the country. The major
initiatives undertaken by CCRS are as follows:
1. Research Activities: CCRS has undertaken 115 Intramural Research (IMR) projects, of
which 44 projects have been completed and 71 projects are in progress. In addition, one Extra-
Mural Research (EMR) project and one project under the CSIR-ASPIRE Scheme are under
implementation.
2. Regional Raw Drug Repository (RRDR): CCRS has implemented the Regional Raw
Drug Repository (RRDR) project under which 834 raw drug monographs have been developed
for quality assurance and standardization of Siddha drugs.
3. Scientific Publications: CCRS has published 975 scientific research papers and secured
one patent related to the Siddha System of Medicine.
4. WHO Technical Documents: The WHO technical documents on Siddha Training and
Siddha Practice have been finalized after international consultation and are under publication.
5. Capacity Building: CCRS has launched programmes such as Student Academic
Initiative for Research in Siddha (STAIRS), Post-Doctoral Fellowship (PDF) and Research
Initiative for the Teaching Professionals of Healthcare and Medicine in Siddha (RITHAMS) to
promote research among students, scholars and faculty membe₹
6. Preservation of Siddha Literature: Under Mission P2P (Palm to Paper), CCRS is
engaged in collection, digitization, transcription, translation and publication of ancient Siddha
palm-leaf manuscripts, paper manuscripts and rare Siddha books.
7. Classical Manuscripts: CCRS has collected 1,000 palm-leaf bundles, is digitizing 3,500
additional palm-leaf bundles, and has preserved 1,697 paper manuscripts in physical and digital
form.
98. Standard Treatment Guidelines (STGs): CCRS has published Standard Treatment
Guidelines for Musculoskeletal and Metabolic Disorders and has prepared STGs for Skin
Diseases in the Siddha System of Medicine.
9. Pharmacopoeia and Standards: In collaboration with PCIM&H, CCRS has published 9
Siddha Pharmacopoeial and Formulary books, initiated 13 new publications, and, in
collaboration with the Bureau of Indian Standards (BIS), published 31 standards relating to
Siddha medicines, products and services.
10. Collaborative Research: CCRS has signed 24 Memoranda of Understanding (MoUs)
with institutions such as AIIMS, ICMR, CSIR, Dravidian University, PCIM&H, NIS and
NIFTEM-T for collaborative and interdisciplinary research.
11. Tuberculosis Research: CCRS, in collaboration with ICMR-NIRT and ICMR-NITM,
has initiated research projects on prevention, management and rehabilitation of Tuberculosis
(TB) and organized brainstorming sessions on priority research areas.
12. Cancer Research: CCRS has initiated research on integrative supportive care for breast
cancer patients and established a Cancer Core Committee for strengthening Siddha cancer
research.
13. Public Health Initiative: CCRS has proposed a nationwide programme for integrating
Varmam Therapy into Public Ayush Hospitals to support the management of pain and non-
communicable diseases.
14. Awareness and Outreach: CCRS organizes Siddha Day, seminars, workshops,
conferences, health camps, exhibitions and awareness programmes to promote the Siddha
System of Medicine. The Mega Siddha Expo and Herbal Exhibition 2026 showcased Siddha
medicinal plants, manuscripts, rare books and traditional medical practices.
