FUNDS FOR CANAL MODERNISATION AND PIPELINE PROJECT IN PUNJAB

Will the Minister of JAL SHAKTI be pleased to state:
(a) the details of the total amount of funds allocated under Central schemes including the Pradhan
Mantri Krishi Sinchayee Yojana (PMKSY) and other irrigation support to Punjab for canal
modernisation and pipeline projects during the last three years, year-wise;
(b) the status of release of pending Central funds against approved project proposals submitted by the
State Government of Punjab;
(c) whether the Union Government is working on any comprehensive strategy to modernise all canals
and pipeline projects across the country, particularly in Punjab, in a time-bound manner; and
(d) if so, the details thereof, State/UT-wise and if not, the reasons therefor?

(a) & (b) Details of central assistance provided to the State of Punjab under various schemes of
Ministry for irrigation support and extension, renovation and modernisation of canal network during last
three years are given below.

Scheme (MCAD)
Central assistance is provided as per scheme guidelines on the basis of progress made under the
project. Presently, no eligible proposal of Punjab for release of central assistance under aforesaid
schemes is pending with the Ministry.
1(c) & (d) Water being a State subject, it is for the State Government concerned to plan, execute,
operate and maintain the irrigation projects, including modernisation of canals and piped distribution
irrigation networks. Government of India provides technical support, and partial financial assistance for
identified projects under the ongoing schemes.
Accelerated Irrigation Benefits Programme (AIBP) component of PMKSY is dedicated to creation,
restoration and stabilization of irrigation potential in the country through major and medium irrigation
projects. Extension, renovation and modernization of irrigation projects are also undertaken under
PMKSY-AIBP.
Ten (10) Extension, Renovation and Modernisation (ERM) projects have been undertaken since
2016-17 under PMKSY-AIBP. State/Union Territory wise details are given below.
