(a) Water resources projects are planned, funded, executed, and maintained by the State Governments
themselves as per their own resources and priorities. Role of Government of India is to provide technical
support and, in some cases, partial financial assistance under the existing schemes implemented by the
Ministry of Jal Shakti, including partial financial assistance for large irrigation schemes and command
area development and water management.
(b) Pradhan Mantri Krishi Sinchai Yojna (PMKSY) is an umbrella scheme, consisting of two major
components, namely, Accelerated Irrigation Benefits Programme (AIBP), and Har Khet Ko Pani (HKKP)
implemented by Ministry of Jal Shakti. HKKP, in turn, consists of one of the sub-components, namely,
Command Area Development and Water Management (CAD&WM) being implemented pari-passu with
AIBP.
AIBP component focuses on completion of major, medium and Extension, Renovation and
Modernisation (ERM) projects for creation of new irrigation potential/restoration of irrigation potential in
the country. CAD&WM is dedicated to command area development and participatory irrigation
management through water user associations.
Further, a special package for completion of 8 MMI and 83 surface minor irrigation (SMI) projects
in Vidarbh, Marathwada and other drought prone areas of Maharashtra, has been approved for partial
financial assistance by Government of India during 2018-19.
In addition, projects included under National Projects scheme of Ministry of Jal Shakti are partially
funded by this Ministry either under PMKSY-AIBP or separately.
