In response to Unstarred Question No. 1477 by Dr. Mohammad Jawed, the Minister of Panchayati Raj, Shri Rajeev Ranjan Singh Alias Lalan Singh, stated that the Ministry implements the Rashtriya Gram Swaraj Abhiyan (RGSA) scheme to build capacity for elected representatives and functionaries of Panchayati Raj Institutions (PRIs), as well as providing limited infrastructure assistance like construction of Gram Panchayat Bhawans and computerization. The scheme is implemented across all States/UTs, including Bihar. The allocation, utilisation, and unspent amounts under the RGSA scheme for Bihar for the last five years are:
* 2020-21: Funds Allocated/Released: 0.00 Crores, Funds Utilised: 12.81 Crores, Unspent Balance: 126.31 Crores
* 2021-22: Funds Allocated/Released: 63.77 Crores, Funds Utilised: 101.01 Crores, Unspent Balance: 84.98 Crores
* 2022-23: Funds Allocated/Released: 33.37 Crores, Funds Utilised: 70.07 Crores, Unspent Balance: 84.98 Crores
* 2023-24: Funds Allocated/Released: 25.00 Crores, Funds Utilised: 51.81 Crores, Unspent Balance: 76.47 Crores
* 2024-25: Funds Allocated/Released: 0.00 Crores, Funds Utilised: 78.05 Crores, Unspent Balance: 1.25 Crores
The utilisation figures include unspent balances from previous years/schemes, funds returned from implementing agencies after implementing the SNA module, and matching State share released by the State Government. RGSA funds support capacity building for PRI representatives and functionaries from all socio-economic groups. Funds for Scheduled Castes (SC) and Scheduled Tribes (ST) are earmarked in proportion to their population in the country.

(a) & (b) The Ministry of Panchayati Raj implements the only Centrally Sponsored Scheme of
Rashtriya Gram Swaraj Abhiyan (RGSA) for capacity buildingof the electedrepresentatives and
functionaries of the Panchayati Raj Institutions (PRIs). Also, assistance in limited scale is
provided for infrastructure needs such as construction of Gram Panchayat Bhawan and
computerisation. This scheme is implemented in all the States/UTs of the country including in
