Dr. Alok Kumar Suman: Will the Minister of AYUSH be pleased to state: (a) whether it is a fact that State Annual Action Plan (SAAP) of State Government of Bihar submitted during the year 2023-24 has been approved for an amount of Rs.7743.746 lakhs for different activities including establishment of 3 units of 50 bedded Integrated AYUSH Hospitals one each at Gopalganj, Darbhanga & Khagaria districts of Bihar with an allocation of Rs. 500.00 lakhs to each unit; (b) if so, the details thereof along with the action taken thereon; (c) whether only one instalment of Rs 1161.06 lakhs (Central Share of 25% of total approved amount of SAAP) has been released to State Government of Bihar and subsequent instalments have not been released due to non-fulfilment of preconditions for releasing grants, as indicated in issued Guidelines of Department of Expenditure; and (d) if so, the details thereof? ANSWER THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYUSH (SHRI PRATAPRAO JADHAV) (a) & (b) Yes, Under National Ayush Mission (NAM), during year 2023-24 State Government of Bihar sought assistance for Rs. 8023.336 lakh for various activities including proposal to establish 50 bedded Integrated Ayush Hospitals one each at Gopalganj, Darbhanga & Khagaria districts through submitted State Annual Action Plan (SAAP). After due considerations and deliberations by the Project Appraisal Committee (PAC) & Mission Directorate (MD) under NAM Scheme, Rs. 7743.746 lakhs (Centre Share – Rs.4646.247 lakhs and State Share – Rs.3097.499 lakhs) were approved for different activities proposed in SAAP including 50 bedded Integrated AYUSH Hospitals one each at Gopalganj, Darbhanga & Khagaria districts with an amount of Rs. 500.00 Lakhs to each unit. However, as reported by State Government through Physical & Financial progress report no funds were allocated to the above said approved Integrated AYUSH Hospitals during 2023-24.(c) & (d) Yes, as per existing guidelines at that time the approved amount could be released in 4 instalments to those states which fulfilled certain criteria/preconditions as prescribed by prevalent guidelines of department of Expenditure in the year 2023-24. After release of first instalment subsequent instalments could not be released due to non-fulfillment of following conditions, (i) Achievement of 75%of expenditure, (ii) Submission of at least 75% of utilization certificates. *****
