Executive Summary & Key Takeaways

**Summary:** In response to Lok Sabha Unstarred Question No. 433 on July 22, 2025, regarding geospatial mapping of land parcels, the Minister of State in the Ministry of Rural Development, Dr. Chandra Sekhar Pemmasani, stated that the Department of Land Resources is implementing the Digital India Land Records Modernization Programme (DILRMP). This Central Sector Scheme, effective from April 1, 2016, is fully funded by the Government of India. A key activity within DILRMP involves digitizing cadastral maps by converting them into GIS-encoded digital formats. Furthermore, the Department has developed the Unique Land Parcel Identification Number (ULPIN) or BhuAadhar, a software application for assigning unique 14-digit alphanumeric IDs to land parcels based on the geocoordinates of their vertices. As per the DILRMP Management Information System (MIS), the National Capital Territory (NCT) of Delhi has not yet generated any ULPIN or BhuAadhar IDs.
