Will the Minister of STATISTICS AND PROGRAMME
IMPLEMENTATION be pleased to state:
(a) the details of girdawari surveys completed and pending during the last five years in the country particularly in Maharashtra, State/UT, year and district-wise;
(b) whether the Government has assessed the reasons for delays or incomplete girdawari in major agricultural States like Maharashtra and the impact thereof on crop production estimates, crop insurance claims and agricultural planning and if so, the details thereof;
(c) whether discrepancies have been reported between ground- level cropping patterns and official agricultural data due to outdated land records, village maps and if so, the details thereof; and
(d) the details of the steps taken or proposed to ensure timely digitisation of girdawari processes, updating of village maps and strengthening of agricultural data systems for evidence- based policymaking? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE [RAO INDERJIT SINGH](a) to (d): Girdawari, i.e. field-level enumeration of crop area, is carried out by the respective State Governments/Union Territory Administrations through their field functionaries. The Ministry of Statistics and Programme Implementation (MoSPI) does not maintain an administrative database of Girdawari surveys completed and pending, State/UT- and district-wise, for the last five years.
However, MoSPI implements โImprovement of Crop Statistics Scheme (ICS)โ and assists State governments in identifying deficiencies in their system of collection of area data and yield rate estimates of various crops. Under ICS Scheme, sample check on the area enumeration work done by State primary workers and sample supervision of crop cutting experiments conducted by primary workers for estimating yield rate is conducted with a view to identifying the deficiencies in the system. The deficiencies observed during such checks are compiled and brought to the notice of the concerned State Agricultural Statistics Authorities for remedial action.
The Government through Ministry of Agriculture & Farmers Welfare (MoAFW) has approved the Digital Agriculture Mission in September 2024. The Mission envisages the creation of a Digital Public Infrastructure (DPI) for Agriculture, such as AgriStack, Krishi Decision Support System, a Comprehensive Soil Fertility & Profile Map and other IT initiatives undertaken by the Central Government/State Government to enable a robust digital agriculture ecosystem in the country. The AgriStack DPI consists of three foundational registries or databases associated with the agriculture sector, i.e., Geo-Reference Village Maps, Crop Sown Registry, and the Farmers Registry, all created and maintained by the State Governments/ Union Territories.
