Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be
pleased to state:
(a) the time frame by which the MPLADS Fund amount of Rs. 5 crores pending since 2022-23 for Ambala Lok Sabha Constituency will be released for utilisation in Eighteenth Lok Sabha;
(b) the details of action taken against the officials who are responsible for not submitting the requisite documents along with the reasons for delay in release of the above mentioned funds; and
(c) the details of any proposal under consideration for fixing such time gaps/delays in future and providing for a strict timeline to be followed for submitting requisite documents for release of MPLADS Funds? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION, MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE [RAO INDERJIT SINGH]
(a) The Ministry released the pending MPLADS fund instalments for FY 2022–23 and FY 2023–24, amounting to ₹10.00 crore, along with the uncommitted balance of ₹1,04,54,264 pertaining to the 17th Lok Sabha, Ambala Parliamentary Constituency, to the MPLADS account of the 18th Lok Sabha Member of Parliament for the Ambala Parliamentary Constituency in June 2026.
(b) Does not arise in view of (a) above.(c) As per para 10.6.1 of the MPLADS Guidelines 2023, the Implementing District Authority shall ensure that all works, which are duly sanctioned, are completed within 18 months from the date of his/ her demitting office, and thereafter 3 months will be given to complete the formalities for closing the account. Therefore, the Nodal District Authorities shall be responsible to settle and close such accounts of ex-Members of Parliament within a maximum period of 21 months from the date of his/ her demitting office.
Further, the process of transferring uncommitted balances to the account of the sitting Member of Parliament (MP) of the 18th Lok Sabha on the e- SAKSHI portal is governed by the provisions outlined in para 10.5.1 of the MPLADS guidelines. This transfer is subject to the submission of a No Objection Certificate (NOC) from the concerned Nodal District Authority.
The Ministry has also requested all State Nodal Authorities and District Authorities to expedite submission of the requisite documents and completion of the necessary compliances for the redistribution of uncommitted and unutilised funds pertaining to Ex-Members of Parliament.
