(a) whether the Government's focus on Industry 4.0 and Global Capability Centres in Budget 2025-
26 prioritizes high-skill tech ecosystems but overlooks traditional skill sets prevalent among
Schedule Caste (SC), Schedule Tribe (ST) and Other Backward Classes (OBC) communities; and
(b) the manner in which the Government is likely to integrate targeted digital skilling and
entrepreneurship programmes for these groups, as per IMF/World Bank emphasis on reducing
socio-economic disparities to ensure inclusive growth in high SC/ST/OBC population States?

(a) and (b): As per National Association of Software and Services Companies (NASSCOM), there
are more than 1700 GCCs operating in India. The total revenue generated by these GCCs in last 5
years has grown from USD 40.4 billion in FY19 to USD 64.6 billion in FY24 with CAGR of 9.8%.
GCCs have grown from being support centers for basic tasks to a research and development and
design hubs. Together, these GCCs employ more than 19 lakhs persons in the country.
Ministry of Electronics and Information Technology has initiated a programme titled “FutureSkills
PRIME (Programme for Re-skilling/Up-skilling of IT Manpower for Employability)” aimed at re-
skilling/ up-skilling of Indian workforce/Job aspirants in new/emerging technologies. FutureSkills
PRIME programme follows an ‘aggregator of aggregators’ approach for digital skills training on
a national scale. Online content from Indian and global providers is aggregated on the FutureSkills
PRIME portal and made available to candidates, to facilitate anytime-anywhere learning, in line
with their aptitude and aspirations. Under the FutureSkills PRIME programme, so far, more than
23.24 lakh candidates have registered on the portal, out of which there have been 14.08 lakh+
candidates enrolled/trained in various courses which includes persons from SC, ST and OBC
communities.
Under the Government of India’s Skill India Mission (SIM), the Ministry of Skill Development
and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive
network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas
Yojana (PMKVY), Jan Sikhshan Sansthan (JSS), National Apprenticeship Promotion Scheme(NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all
the sections of the society, including SC/ST and OBC, across the country as under:

Further, MSDE is aligning skill training programs with new-age /future skills requirements of
Industry 4.0 as well as Global Capability Centres:
(i) Directorate General of Training (DGT) under the aegis of MSDE has introduced new age
/future skills courses under Craftsmen Training Scheme in ITIs and NSTIs to provide skill
training in emerging areas such as AI/ML, Mechatronics, Internet of Things,
Cybersecurity, Semiconductor, etc.
(ii) Indian Institute of Skills (IIS) established at Ahmedabad and Mumbai, in Public Private
Partnership (PPP) Mode, provide training to create a pool of industry-ready workforce for
Industry, equipped with cutting-edge technology and hands-on training
(iii) DGT has signed MoU with IT Tech companies like IBM, CISCO, Microsoft, Amazon Web
Services (AWS) and Future Skill Rights Network, to ensure industry linkages for the
institutes at the state and regional levels. These partnerships facilitate the provision of
technical and professional skills training in modern technologies.
(iv) PMKVY 4.0 has focus on new age skills like AI/ML, Web 3.0, IoT, etc. which are specially
designed for upcoming market demand and industry requirements.
Under NAPS, the private establishments provide apprenticeship in designated and optional trades
related digital skills including AI/ML.
