Warehousing Corporation (CWC) godowns in the Rajahmundry and Kakinada region;
(b) : the details of the new godowns sanctioned under the 'World's Largest Grain Storage Plan’
in the cooperative sector in the district;
(c): the status of the modernization of the existing godowns to prevent the wastage of
foodgrains due to pests and moisture;
(d): the measures taken to promote the construction of rural godowns by the farmers under
the Agricultural Marketing Infrastructure (AMI) scheme; and
(e): the Government’s roadmap to create silo storage capacity in the Godavari district for bulk
handling of grains?

(a): As on 01.01.2026, 14.35 LIVIT Covered storage capacities is available with FCI (Owned –
8.64 LMT & Hired-5.71 LMT) in Andhra Pradesh for storing of Central Pool foodgrains stocks.

The Storage Capacity of CWC in Rajahmundry and Kakinada is 51,895 MT & 29,943 MT
respectively.
Ministry of Agriculture and Farmers’ welfare informed that 14,34,747 MT storage capacity
was also sanctioned with subsidy release of Rs. 7871.65 lakh under Agricultural Marketing
Infrastructure (AMI) sub-scheme of Integrated Scheme for Agricultural Marketing (IS AM) in
Raj ahmundry and Kakinada region.
(b): Ministry of Cooperation (MoC:) envisages to create godowns at Primary Agriculture
Cooperative Society (PACS) level by convergence of various Government schemes i.e. World’s
largest grain Storage Plan. The plan envisages storage of locally procured stocks at local PACS
level and distribution thereafter in the same area. The plan has been rolled out as a Pilot Project.
Under this pilot project, construction of godowns in 11 PACS of 11 States has been
completed. Further, under the Extended Pilot, more than 500 PACS across the country have been
identified for the construction of godowns under the World’s Largest Grain Storage Plan in the
Cooperative Sector. Andhra Pradesh was not a part of the pilot project of the plan.
(c): in order to keep its storage infrastructure robust and updated, the Government initiates
various steps for modernization of warehouse/depot as under:
The SMART Warehouse Project: loT Sensors technology is used in the warehouses to prevent
foodgrains losses. Monitoring parameters including temperature, humidity, gas levels, airflow, and
events such as unauthorized access, rodent, and insect activity. The project is in pilot mode.
Depot Darpan Portal: The Portal facilitates self-assessment, rating, and grading of FCI & CWC
depots/ warehouses.Installation of Modern CCTV Cameras: To modernize the existing godowns, modern CCTV
cameras are being installed in all FCI (owned and hired) and CWC godowns.
Further, construction of internal roads along with cement concrete drains has been sanctioned at
CW Rajahmundry and CW Kakinada to facilitate proper drainage and improve hygiene and
storage conditions

(d). The Ministry of Agriculture & Farmers’ Welfare, Govt. of India has been implementing
capital subsidy scheme, Rural Godown Scheme (RGS) for creation of scientific Storage capacity
since 01.04.2001 and Agricultural Marketing Infrastructure Grading & Standardization (AMIGS)
since 20.10.2004 for creation of agricultural marketing infrastructure (other than storage). Both the
schemes have been subsumed as “Agricultural Marketing Infrastructure (AMI)” sub-scheme of
Integrated Scheme for Agricultural Marketing (IS AM) since 01.04.2014, and is implemented
across the country through its attached office, Directorate of Marketing & Inspection (DMI).
Along with Agricultural Marketing infrastructure, creation of storage infrastructure
including silo storage is also permissible under AMI sub-scheme of ISAM.
AMI is a Capital investment, open ended, demand driven, credit linked, back ended
subsidy scheme. Beneficiaries viz, Individuals, Agri-preneurs, farmers, FPOs, Cooperatives, and
state agencies etc. are eligible for assistance. Under the scheme, the subsidy @ 33.33% for NER,
hilly area, Women/SC/ST promoters, PACS & FPOs etc. and @25% for others is available.
Under AMI since inception and up to 31.12.2025 a total of 49,796 godowns of storage
capacity of 982.94 lakh MT with subsidy release of Rs. 4832.61 crore has been assisted under
AMI sub-scheme of ISAM.
(e): Andhra Pradesh Region is a Decentralized Procurement (DCP) State, it is submitted that the
existing storage capacities available with FCI, together with the hired storage capacities availed on
need basis from Central Warehousing Corporation (CWC) / State Warehousing Corporations
(SWC), are adequate and sufficient for handling and storage offoodgrains in the subject districts.
Further, No Silo Construction has been planned in the Godavari District.
