(a & b): The Governing Council (GC) of NITI Aayog, chaired by the Hon'ble Prime Minister and
comprising Chief Ministers/ Lt Governors of all States/ Union Territories, serves as the principal
forum for formulating a shared vision of the nation's key priorities. The tenth GC meeting of
NITI Aayog was held on 24th May 2025 at Bharat Mandapam, New Delhi. The agenda for the
tenth GC meeting was based on the overarching theme of ‘Viksit Rajya for Viksit Bharat
@2047’, with a focus on ‘Promoting Entrepreneurship, Employment & Skilling – Leveraging the
Demographic Dividend’, which was also the theme of 4th National Conference of Chief
Secretaries held in December 2024. The thematic areas of the meeting were (i) Manufacturing
and Services: Creating an enabling ecosystem with a focus on Tier 2 and 3 cities; (ii) MSME &
