GREEN AMMONIA PRODUCTION

Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) the details of volume of production of conventional ammonia and green/renewable
ammonia in the country during the last five years, year and State-wise including Andhra
Pradesh, district-wise;
(b) whether any new projects have been sanctioned to augment ammonia production
capacity in the country;
(c) if so, the details thereof including their location, additional capacity, expected or actual
date of commencement, State and district-wise for Andhra Pradesh including Kakinada;
(d) the quantity and value of ammonia including green/renewable ammonia, exported from
India and imported into India during the last five years, year and country-wise; and
(e) whether the Government has formulated any policy, roadmap or strategy for domestic
production, storage, transportation and export of conventional and green/renewable
ammonia and if so, the details thereof including incentives, financial support
mechanisms and regulatory measures to promote ammonia as a clean energy carrier
and industrial feedstock?

(a) The Government of India is implementing the National Green Hydrogen Mission (NGHM),
with an objective to make India a global hub of production, usage and export of green hydrogen
and its derivatives.
Under the Mission, prices have been discovered by Solar Energy Corporation of India (SECI)
for the production and supply of 7,24,000 Metric Tonnes per Annum (MTPA) of Green
Ammonia (a derivative of Green Hydrogen) to 13 fertilizer units across India. The details are
provided at Annexure I.
The details of volume of production of conventional ammonia in India, are provided at
Annexure II.
(b) and (c)
The details regarding new projects being implemented to augment green ammonia production
are given below:
i. The foundation stone for NTPC’s Green Hydrogen Hub for production of 1.5
MMTPA of Green Hydrogen & Green Ammonia at Pudimadaka. was laid by the
Hon’ble Prime Minister 8th February 2025.
ii. The Government of Andhra Pradesh has accorded approval for the proposal for
setting up of 1.0 MMTPA Green Hydrogen based Green Ammonia and otherderivatives manufacturing facility at Kakinada by M/s. AM Green Ammonia (India)
Private Limited as per the provisions of AP Integrated Clean Energy Policy, 2024.
(d) The details of exports and imports of ammonia during the last five years, year and
country-wise are provided at Annexure III.
(e) The scheme guidelines for Implementation of Strategic Interventions for Green Hydrogen
Transition (SIGHT) Programme – Component- II: Incentive for Procurement of Green
Ammonia Production, have been issued under the National Green Hydrogen Mission. Under
this, an incentive of ₹ 8.82/kg of green ammonia is being provided in the first year of
production and supply, ₹ 7.06/kg during the second year of production and supply, and ₹
5.30/kg during the third year of production and supply.
Additionally, the following supportive provisions have also been provided for green
ammonia:
i. Green Hydrogen/Green Ammonia Plants commissioned on or before 31.12.2030, and
which utilize renewable energy for the production of Green Hydrogen or Green
Ammonia, have been granted exemption from the payment of ISTS charges for a
period of 25 years, starting from the date of commissioning of the project.
ii. Standalone plants producing Green Hydrogen/Green Ammonia by way of electrolysis of
water using Renewable Energy, have been exempted from requirement of prior
Environmental Clearance under the provisions of the Environment Impact
Assessment Notification 2006.
iii. Duty benefits under Section 26 of SEZ Act, 2005 have been allowed to the units for
installation as well as O&M of renewable energy equipment exclusively for captive
consumption of the unit.
iv. Exemption has been granted from ALMM and RLMM requirements for Renewable
Energy plants located inside a Special Economic Zone (SEZ) or Export Oriented Unit
(EOU) and supplying power exclusively for production plants of Green Hydrogen (or
its derivatives).
