GOVERNMENT OF INDIA MINISTRY OF NEW AND RENEWABLE ENERGY LOK SABHA UNSTARRED QUESTION NO. 1611 ANSWERED ON 29.07.2026 GREEN ENERGY CORRIDOR IN KARNATAKA 1611. DR. K SUDHAKAR: SHRI ANURAG SINGH THAKUR: Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) The current status of pending intra-State Green Energy Corridor Phase-I and Phase-II transmission components in Karnataka and Himachal Pradesh which are among the States facing delays primarily due to Right-of-Way (RoW) issues in difficult mountainous terrain forest clearance and land acquisition issues along with the steps taken including Central intervention and financial support to expedite their completion; (b) the details of the integration plan for Pumped Storage Projects (PSPs) being developed by Karnataka Power Corporation Limited (KPCL), Satluj Jal Vidyut Nigam Limited (SJVNL), National Hydroelectric Power Corporation Limited (NHPC) and National Thermal Power Corporation Limited (NTPC) and other developers in the said States with the Pumped Storage capacity targets envisaged under the National Electricity Plan for 2029-30; (c) whether the Government proposes to prepare a dedicated transmission master plan for Himachal Pradesh and Karnataka considering its seismic vulnerability, recurring flood-induced damage and high maintenance requirements and rapid renewable energy expansion in Koppal, Ballari, Vijayapura, Gadag and Raichur rising grid congesion and the need for additional evacuation infrastructure respectively and if so, the details thereof; (d) the present status of transmission infrastructure proposed through Himachal Pradesh for evacuation of power from the 13 GW Ladakh Renewable Energy project, including the expected timeline for its completion; and (e) the status, transmission capacity, estimated cost and expected timeline of high-capacity Inter-State Transmission System projects proposed for evacuation of renewable energy from Karnataka's Renewable Energy Zones? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) Under the Intra-State Transmission System (InSTS) Green Energy Corridor (GEC) Phase-I scheme, all sanctioned projects have been completed in both Himachal Pradesh and Karnataka. Under InSTS GEC Phase-II, 08 packages have been sanctioned to Himachal Pradesh for creation of transmission infrastructure for evacuation of 262 MW of renewable energy with Central Financial Assistance (CFA) of Rs. 237.52 crore. As on 30.06.2026, 03 packages have been tendered and awarded.Under InSTS GEC Phase-II, 10 packages have been sanctioned to Karnataka for creation of transmission infrastructure for evacuation of 2,640 MW of renewable energy with Central Financial Assistance (CFA) of Rs. 341.96 crore. As on 30.06.2026, all 10 packages have been tendered and awarded. (b) As per Central Electricity Authority (CEA), the following Pumped Storage Projects (PSPs) have been envisaged in National Electricity Plan for state of Karnataka: • Saundatti PSP (1600 MW)-Integration plan includes power evacuation through Saundatti PSP- Gadag II Substation and Saundatti PSP- Dhoni Substation (Karnataka Power Transmission Company Limited). • Shravathy PSP (2000 MW) (KPCL)- Integration plan includes power evacuation through the Intra-state transmission system of Karnataka. (c) Details of the transmission system identified for integration and evacuation of RE power from Koppal, Ballari, Vijayapura and Gadag areas is provided at Annexure-I. There is no separate dedicated transmission master plan exclusively on the basis of seismic or flood vulnerability, suitable engineering measures are incorporated during planning, design and implementation of transmission projects. (d) In the Inter-State Green Energy Corridor Phase-II Scheme for 13 GW of RE evacuation project in Ladakh, Front End Engineering and Design study has been completed. 300 acres of land has been acquired at Leh by Power grid. A tender was floated under the competitive bidding mode. Only one bid has been received. The completion period for the scheme is up to financial year 2029 -30. (e) The high-capacity Inter-State Transmission System (ISTS) projects in Karnataka have been implemented to integrate renewable energy (RE) generation across key zones like Tumkur, Koppal, Gadag, Bidar, Bijapur, Davanagere, and Bellary.
