GOVERNMENT OF INDIA MINISTRY OF NEW AND RENEWABLE ENERGY LOK SABHA UNSTARRED QUESTION NO. 2987 ANSWERED ON 05.08.2026 GREEN HYDROGEN HUBS 2987. SHRI HARIBHAI PATEL Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) whether the Government has identified Green Hydrogen Hubs under the National Green Hydrogen Mission in the country; (b) if so, the details thereof, State-wise; (c) the details of investments committed and projects approved under these hubs till date; and (d) the expected annual green hydrogen production capacity from such hubs by the year 2030? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) to (d) The Government of India is implementing the National Green Hydrogen Mission (NGHM), with an objective to make India a global hub of production, usage and export of green hydrogen and its derivatives. The Government has identified the following green hydrogen hubs under NGHM: i. Deendayal Port (Kandla, Gujarat), V. O. Chidambaranar Port (Tuticorin, Tamil Nadu) and Paradip Port (Odisha) have been recognised as green hydrogen hubs under the NGHM. ii. The ministry has endorsed the proposal by NTPC for setting up of the Green Hydrogen Hub at Pudimadaka, Andhra Pradesh. The details regarding development of these hubs, investments committed, projects approved and expected production capacity from each hub, are placed at Annexure. *****ANNEXURE Details regarding development of green hydrogen hubs 1. V. O. Chidambaranar Port Authority (VOCPA) i. Green Hydrogen projects at VOCPA and investments committed • A 10 Nm3 capacity pilot Green Hydrogen plant commissioned at VOCPA in April 2025 with VOCPA funding of Rs. 3.88 crores. • Development of Bunkering and Refueling facilities for Green Methanol at VOC Port with a capacity of 2*750 10m3 at a cost of Rs. 38.12 crores in which MNRE grant is Rs. 35 crores. ii. A 4.0 MTPA capacity Green Hydrogen/Green Ammonia handling jetty with ancillary facilities, at an estimated cost of Rs. 797.17 crore, has been approved by the Government for implementation through the PPP mode. ii. The port facilities comprise a 280m length berth and ancillary facilities, in the nature of common infrastructure, for use by manufacturers setting up Green Hydrogen/Green Ammonia plants in the port hinterland. 3. Deendayal Port Authority (DPA) i. DPA has allotted 3,400 acres of land for the development of Green Hydrogen, its derivatives, and allied infrastructure through the E – tender – cum – E – auction process on a 30 - year lease basis. ii. DPA has successfully installed a 1 MW Green Hydrogen Demonstration Plant, completed at a cost of Rs. 14.1 crore. iii. The contract for a 5 MW Green Hydrogen Plant, scalable up to 10 MW, has been awarded at a cost of Rs. 62.80 crore, with the completion timeline as per the contract fixed at 31st December 2026. iv. The installation of a 5 Tonnes Per Day (TPD) Bio-Methanol plant is currently under execution at a cost of Rs. 59.71 crore, with the completion timeline as per the project schedule fixed at 31st January 2027. v. An MoU has been signed with M/s Assam Petro-Chemicals Ltd. on 29th January 2026 to set up an e-Methanol production facility at Kandla with a capacity of 150 TPD; the feasibility study is currently under progress. vi. Methanol Bunkering capability has been established at Kandla at Port Readiness Level (PRL)-6, with progression to PRL-7 currently under progress.4. NGEL Green Hydrogen Hub at Pudimadaka i. The details of the Green Hydrogen Hub at Pudimadaka are as under: a. Investment Committed: Rs. 85,000 crore (excluding RE Projects) b. Projects: • Green Ammonia – 4300 TPD • Green Methanol – 1200 TPD • Sustainable Aviation Fuel – 600 TPD • Dedicated Jetty facilities along hub infrastructure (Civil, Electrical, Water) ii. The annual green hydrogen production capacity planned under the Green Hydrogen Hub, Pudimadaka, for the year 2030 is 600 TPD (0.21 MMTPA).
