GROWTH TRAJECTORY OF TEXTILE SECTOR IN MAHARASHTRA
950. SHRI DHANANJAY BHIMRAO MAHADIK:
Will the Minister of TEXTILES be pleased to state:
(a) the current status and growth trajectory of the textile sector in Maharashtra, including the number of
textile units, employment generated and production capacity in the last three years;
(b) the contribution of Maharashtra’s textile industry to the overall GDP of the country, including exports of
textiles and garments;
(c) the steps taken by Government to promote investment, technology upgradation, skill development and
competitiveness of textile units in Maharashtra, particularly MSMEs; and
(d) the measures and timelines proposed by Government to strengthen Maharashtra’s textile sector, enhance
its GDP contribution and improve exports, employment and industrial growth in the coming years?
ANSWER

(a): As per the Annual Survey of Industries (ASI) Report 2023-24 of the Ministry of Statistics and
Programme Implementation, the number of factories, number of persons engaged and total output of the
textile sector in the state of Maharashtra during the last three years is as below-

(b): As per the ASI Report 2023-24 of the Ministry of Statistics and Programme Implementation, the Gross
Value Added (GVA) of Textile and apparel industry of Maharashtra for FY 2023-24 is ₹13,91,309 (in lakhs)
which is 9.06% of the country’s GVA of ₹1,53,57,774 (in lakhs).
(c) & (d): Ministry of Textiles is implementing various schemes/ programmes such as Production Linked
Incentive (PLI) Scheme for Textiles, Pradhan Mantri Mega Integrated Textile Region and Apparel Parks (PM-
MITRA), National Technical Textile Mission (NTTM), Silk Samagra, SAMARTH–Scheme for Capacity
Building in Textiles Sector, National Handloom Development Programme (NHDP), Raw Material Supply
Scheme (RMSS), National Handicraft Development Programme (NHDP), National Jute Development
Programme (NJDP), Integrated Wool Development Programme (IWDP), Textile Cluster Development
Scheme (TCDS) and others across the country including the state of Maharashtra to promote investment,
technology upgradation, skill development, enhancing GDP contribution and improve employment and
industrial growth in the textile value chain.
Further, to improve the competitiveness and exports of the textile sector in the domestic and
international market, the Government has taken various steps such as exemption of import duty on Cotton,
rationalisation of GST rates, implementation of RoSCTL (Rebate of State and Central Taxes and Levies) and
RoDTEP (Remission of Duties and Taxes on Exported Products) schemes and Free Trade Agreements with
various countries.
