Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the average number of days of work provided under the
Mahatma Gandhi National Rural Employment Guarantee
Scheme (MGNREGS) during the last five years, district-wise in
Karnataka;
(b) whether the Government has conducted any studies or
assessments to explore the possibility of increasing the
guaranteed workdays beyond 100 and if so, the details thereof;
(c) the current list of permissible works under MGNREGS;
(d) whether the Government has any plans to expand the list by
including new types of work, especially considering the unique
geographical and environmental challenges of the Malnad
region, which, being hilly terrain, requires a more flexible
approach in the nature of works permitted under the scheme;
and
(e) the details of fund allocation and expenditure under MGNREGS
in Karnataka, particularly in the Malnad region, during the said
period?

(a): District-wise details of average days of employment provided
per households in Karnataka under Mahatma Gandhi National Rural
Employment Guarantee Scheme (Mahatma Gandhi NREGS) in the
last five financial years from 2020-21 to 2024-25 are given at
Annexure-I.
Page 1 of 10(b): Mahatma Gandhi NREGS is a demand-driven wage employment
Scheme that provides for the enhancement of livelihood security of
the households in rural areas of the country by providing at least
one hundred days of guaranteed wage employment in every
financial year to every household whose adult members volunteer to
do unskilled manual work. It provides fall-back options for livelihood
security for rural households when no better employment
opportunity is available. The Ministry mandates the provision of an
additional 50 days of wage employment (beyond the stipulated 100
days) to every Scheduled Tribe Household in a forest area, provided
that these households have no other private property except for the
land rights provided under the Forest Rights Act (FRA), 2006.
In addition to this, there is a provision for up to an additional 50
days of wage employment in a financial year in drought/natural
calamity-affected notified rural areas.
Further, the State Governments may make provision for providing
additional days of employment beyond the period guaranteed under
the Act from their own funds.
(c): The list of 266 permissible works under Mahatma Gandhi
NREGS is given at Annexure-II.
(d): As per Section 29 of the Mahatma Gandhi National Rural
Employment Guarantee Act (Mahatma Gandhi NREGA), Central
Government may add new works to the permissible list of works
under Schedule 1 of the Act. Adding new works under Schedule 1 of
the Act is a regular exercise and new works are added on the basis
of merit in alignment with the focus and objectives of the Act.
The demand from States to add new works to the list of permissible
works is examined in consultation with stakeholders and experts.
Also, the list of permissible works is reviewed annually by a
Committee of Central Government officers having officers from
different States as members of the Committee. Accordingly, at
present, there are 266 permissible works under Mahatma Gandhi
NREGA.
(e): Mahatma Gandhi NREGS is a demand driven wage employment
scheme. There is no State/UT-wise allocation of funds under the
Page 2 of 10Scheme. Wage payments are directly credited by the Central
Government to the account of beneficiaries through the Direct
Benefit Transfer protocol.
The Central Government releases material and admin funds to the
State Government and the State Government releases the funds to
its Districts accordingly. The government of India does not release
material funds directly to the Districts.
