be pleased to state:
(a) whether the Government is aware of an extremely worrying fact that wrong survey, fake
claims, tampering of payments and arbitrary actions of middlemen have seriously affected
the rights of the farmers in Hamirpur district under the Kisan Bima Yojana;
(b) whether the farmers, the food providers of the country are forced to return home with
only a sack of fertilizer after waiting in long queues for hours due to mismanagement and
collusion in fertilizer distribution and this situation is an example of blatant and obvious
corruption; and
(c) whether the Government admits that this situation is not the result of a single error but
an indicative of an organised and systemic problem in which the role of local authorities,
agents and the supply chain is suspected?

(a): The Pradhan Mantri Fasal Bima Yojana (PMFBY) is being implemented in the Uttar
Pradesh including Hamirpur district. During Kharif 2025 season, out of the total 1,71,238
farmer applications, 20,782 were non-loanee. As per provisions contained in Operational
Guidelines of the scheme, on verification of these farmers through the district administration,
391 applications were found deficient. Concerned insurance company has been advised by
the State Government to cancel these applications.
(b) & (c): The availability of fertilizers viz. Urea, DAP, MOP and NPKS has remained
adequate in the country during the ongoing Rabi 2025-26 season. The information regarding
requirement, availability, sales and closing stock of these fertilizers in the country during the

Further, following steps are taken by the Government every season for ensuring timely and
adequate availability of fertilizers in the country:
(i) Before the commencement of each cropping season, Department of Agriculture and
Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the
State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates adequate
quantities of fertilizers to States by issuing monthly supply plan and continuously monitors
the availability.
(iii) The movement of all major subsidized fertilizers is monitored throughout the country by
an on-line web-based monitoring system called integrated Fertilizer Management System
(iFMS).
(iv) The State Governments are regularly advised to coordinate with manufacturers and
importers for streamlining the supplies through timely placement of indents.
(v) The assessment and distribution of fertilizes within the State at district level is done by
the concerned State government.
