(c) the details of measures being undertaken to further align the Himayat Programme with emerging skill-demand trends and local employment opportunities in the Union Territory? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN)
(a) & (b): Himayat is a special scheme under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) for the UT of Jammu & Kashmir and Ladakh which covers Rural as well as Urban candidates for skill training. The scheme covers both Below Poverty Line as well as Above Poverty Line persons and it is a 100% centrally funded scheme.
Under Himayat, since its inception (2011), a total of 1.03 lakhs candidates has been trained and 0.64 lakhs candidates have been placed.
(c): Under the Himayat Programme, continuous efforts are being made to align training with emerging skill-demand trends and local employment opportunities in the Union Territory. In this regard, the Himayat Mission Management Unit has undertaken Skill Gap Analysis to identify sector-wise employment demand, Impact Assessment to review placement outcomes, and Retention Study to examine attrition patterns among placed candidates. The findings from these exercises are utilised to align training programmes with industry requirements through demand- driven job roles and active employer engagement.
