Hostel Accommodation for OBC Students in Central Universities
1255 Shri Rahul Gandhi:
Will the Minister of Education be pleased to state:
(a) the details of the total number of students enrolled in each Central University,
social category-wise, including the number of Other Backward Class (OBC)
students;
(b) the details of the total number of hostel seats available along with the number of
hostel seats reserved for OBC students in each Central University;
(c) whether reservation for OBC students is implemented in the allotment of hostel
accommodation in Central Universities, if so, the details thereof and if not, the
reasons therefor;
(d) the details of funds allocated during the last ten years for the provision of hostel
accommodation to OBC students in Central Universities, year-wise, along with the
hostel capacity created and expenditure incurred thereunder and the number of
students accommodated therein, social category-wise; and
(e) whether the Government has conducted any assessment regarding the financial
burden on students due to non-availability of hostel accommodation in Central
Universities, if so, the details thereof?

(a) to (e) Education is a subject in the Concurrent List of the Constitution and comes
under the purview of both the Central and State Governments.
At present, a total of 3,09,542 students are enrolled in 47 Central Universities. The
details of hostels available in Central Universities and the number of students
accommodated therein are enclosed at Annexure-1. Approximately 32% of the
students residing in the hostels of Central Universities belong to the OBC category.
All Central Universities are statutory autonomous organisations established under
the respective Central Acts of Parliament and governed by their Acts, Statutes and
Ordinances made thereunder. The Universities are competent to take administrative
and academic decisions, including allotment of hostel accommodation, with the
approval of their respective Statutory Bodies.With the increasing number of students, additional hostel infrastructure is being
created by the Universities from time to time to meet students' accommodation
requirements. The Central Government supports development of university
infrastructure, including hostels, through Grant-in-Aid and funding from Higher
Education Financing Agency (HEFA). It may be noted that during FY 2013-14, ₹
5603.79 crore was released as grant to Central Universities. From FY 2014-15 to FY
2025-26, ₹ 1,13,943.55 crore was released to Central Universities (Annexure-2).
During the year 2026-27, an amount of ₹ 17,440 crore has been allocated. These
funds are utilized by the Universities for meeting their academic, administrative and
infrastructural requirements in accordance with their priorities.
The Union Budget 2026–27 announced provision of Viability Gap Funding
(VGF)/capital support for girls' hostels in Higher Education Science, Technology,
Engineering and Mathematics (STEM) institutions, covering every district.
Further, the OBC Expansion Scheme was introduced to facilitate implementation of
27% reservation for OBCs in Central Higher Educational Institutions through
corresponding expansion of institutional capacity. The Scheme was implemented for
a period of five years commencing from 2008-09, with the utilisation period for non-
recurring/building grants subsequently extended up to 31.03.2019. Financial
assistance was provided to 13 Central Universities under recurring and non-recurring
heads. Under the OBC Expansion Scheme, an amount of ₹2,496.93 crore was
released during 2008-09 to 2018-19 to 13 Central Universities. The grant releases
were primarily concentrated during the implementation phase of the Scheme, with
further releases made during the extended utilisation period.
The Government is implementing different scholarship schemes for providing
financial assistance to all categories of students including students belonging to the
Other Backward Classes (OBC) and other weaker section, subject to extant scheme
guidelines. As per information provided by the Department of Social Justice and
Empowerment (DSJE), the DSJE is implementing PM Young Achievers Scholarship
Award Scheme for Vibrant India for OBCs and others (PM-YASASVI) comprising of
component schemes namely, Post Matric Scholarship and Top-Class College
Education, to promote Other Backward Classes (OBC), Economically Backward
Classes (EBC) and DNT students to pursue higher education in the country; and
Scholarships for Higher Education for Young Achievers Scheme (SHREYAS-OBC)
comprising of component schemes namely, National Fellowship for OBC (NFOBC)
and Dr. Ambedkar Central Sector Scheme of Interest Subsidy on Educational Loans
for Overseas studies for Other Backward Classes (OBCs) and Economically
Backward Classes (EBCs). In addition, the Department of Higher Education (DHE)
implements the Pradhan Mantri Uchchatar Shiksha Protsahan (PM-USP) Yojana and
PM-Vidyalaxmi under which financial assistance is provided, as per Scheme
guidelines, to students pursuing higher education in India, including those belonging
to OBC and other weaker sections from rural and other remote areas.
