Parliament Question: Houses sanctioned and completed under PMAY-G

Rekha Sharma: Will the Minister of Rural Development be pleased to state: (a) the number of houses sanctioned and completed under Pradhan Mantri Awaas Yojana Gramin (PMAY-G) during the last five years; (b) the criteria adopted for beneficiary selection; (c) whether all houses are being provided with basic amenities such as toilets, electricity and drinking water; and (d) the steps taken to ensure quality and timely completion of houses? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a): The Ministry of Rural Development is implementing the Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) w.e.f. 1st April, 2016 to construct 4.95 crore houses by March 2029 (including the target of previous phase i.e. 2.95 crore houses) by providing assistance to eligible rural households with basic amenities to attain the goal of “Housing for All”. Under PMAY-G, the unit assistance of Rs. 1.20 lakh in plain areas and Rs. 1.30 lakh in North Eastern States, Hilly States (including UTs of J&K and Ladakh) is provided to the beneficiaries. The Ministry of Rural Development has allocated a target of 4.15 crore houses to the States/UTs under PMAY-G, against which more than 3.87 crore houses have been sanctioned by the State and more than 2.95 crore houses have been completed as on 02.02.2026. Further, a total of 2,10,66,498 houses have been sanctioned during last five years (FY 2020-21 to 2024-25), and 1,43,39,184 houses have been completed as on 02.02.2026. (b): Under the PMAY-G, the beneficiaries are identified on the basis of the housing deprivation parameters and exclusion criteria prescribed in Socio Economic Caste Census (SECC) 2011 database and the finalized Awaas+ (2018) survey list. Priority lists thus prepared using SECC and Awaas+ data, are verified by the Gram Sabha (GS). After disposal of all the cases of a Gram Panchayat, by the Appellate Committee, the Gram Panchayat wise final Permanent Wait List (PWL) for each category with a distinct rank for each household, is to be published on the notice board of the Gram Panchayat and advertised widely. The Permanent Wait List is then entered on the website of PMAY-G. Further, in accordance with the approval of the Union Cabinet, to achieve the additional target of 2 crore houses, the additional eligible beneficiaries are being identified using the Awaas+ survey 2024 using eKYC face based authentication. To ensure no eligible household is left behind, the Awaas + 2024 app had a feature of Self-survey. Further, the exclusion criteria under the PMAY-G has been modified and reduced the number of exclusion criteria from 13 to 10. Page 1 of 2(c): Convergence is a continuous process and the States/UTs have been requested to carry out data seeding on AwaasSoft regularly for PMAY-G beneficiaries. As per the reports available on Aawassoft ,under the scheme, convergence for toilets, electricity and drinking water stands at 99.32%, 99.76% and 78.42% respectively, against the total number of houses completed. (d): The Ministry is taking the following initiatives to ensure monitoring and timely completion of the houses for smooth implementation of PMAY-G: i. Timely allocation of targets to the States/UTs. ii. Micro monitoring of house sanction and completion through workflow enabled transaction- based MIS-AwaasSoft, analytic Dashboard and using other IT tools & latest AI/ML technologies. iii. Regular review by Minister/ Secretary/ Joint Secretary. iv. Separate review of States with high targets. v. Timely release of funds to the States/UTs and follow up with the States/UTs for onward release to beneficiaries. vi. Training to Rural Masons under Rural Mason Training (RMT) programme to make available pool of trained rural masons for faster construction of quality houses. vii. Using newly launched IT tools including Awaas+ 2024 mobile app which ensures transparent beneficiary identification with Aadhaar-based face authentication. viii. AwaasSakhi mobile app designed to streamline access to PMAY-G by consolidating key information and resources in one place. ix. Awards to best performing States/UTs, Districts and blocks based on dedicated performance index dashboard thereby creating healthy competition and motivation among the States/UTs for achieving the set targets. ***** Page 2 of 2
