Shri G M Harish Balayogi: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details of houses sanctioned, grounded, completed and occupied under Pradhan Mantri Awas Yojana - Gramin (PMAY-G) in Andhra Pradesh, district-wise including Konaseema district; (b) the number and details of SC/ST/OBC/Women beneficiaries covered under each vertical of PMAY-G in Andhra Pradesh, district and vertical-wise including Konaseema district; (c) the details regarding quality assurance mechanisms for houses constructed including role of third Party Quality Monitoring Agencies, geo-tagging, inspections and other monitoring mechanisms under PMAY-G in Andhra Pradesh; (d) the complaints, deficiencies, substandard construction or violations of prescribed construction standards reported in Andhra Pradesh under PMAY-G during the last three years, district-wise; and (e) the action taken against contractors, implementing agencies, engineers and other officials including those blacklisted, debarred or penalised for substandard construction, violation of PMAY-G guidelines in Andhra Pradesh? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a): As informed by the Government of Andhra Pradesh, the details of houses sanctioned, completed and occupied under Pradhan Mantri Awaas Yojana - Gramin (PMAY-G) are at Annexure-I. (b): As informed by the Government of Andhra Pradesh, the details of houses sanctioned to and completed by SC/ST/Others and Women beneficiaries covered under PMAY-G in Andhra Pradesh, including in Konaseema district is at Annexure II. Page 1 of 5(c): Under PMAY-G, the house is constructed by the beneficiary himself/herself or under his/her supervision. Further, as per the guidelines of PMAY-G, the States/UTs provide the beneficiaries a bouquet of options of house designs according to the local climatic conditions, using appropriate local material and technology suitable to the region of their residence. The State/UT Government can also facilitate supply of construction material at competitive rates. The Ministry of Rural Development has also published a compendium of rural housing typologies “PAHAL” which is available on the program website of PMAY-G. This can also be accessed through AwaasApp. Further, to ensure good quality construction of houses under PMAY-G, the Government of India has rolled out Rural Mason Training (RMT) Program with the target to train adequate number of masons for house construction in rural areas. In PMAY-G, programme implementation and monitoring is to be carried out through an end to end e-Governance model-Using AwaasSoft and AwaasApp. Monitoring of PMAY-G is done through real time capture of progress using workflow enabled transactional data in MIS i.e. AwaasSoft. Under PMAY-G, the physical progress of construction of a PMAY-G house is monitored through the geo- tagged, time and date stamped photographs to be updated at every stage of construction and completion.
