SHRI DHARAMBIR SINGH: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the total number of houses sanctioned and completed in Haryana under Pradhan Mantri Awas Yojana-Urban (PMAY-U) 2.0 as of 2025-26; (b) the status of water supply and drainage projects under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 for the Municipal Councils of Bhiwani and Narnaul; (c) the success of the PM SVANidhi scheme in providing working capital loans to street vendors in Bhiwani-Mahendragarh Lok Sabha Constituency; (d) whether there is a proposal for a Heritage City Development plan for Narnaul to preserve its historical monuments while modernizing urban infrastructure and if so, the details thereof; (e) the measures taken for scientific waste management and landfill remediation in the Bhiwani urban area; and (f) the details of the Central assistance provided for the development of Urban Green Spaces and parks in Mahendragarh? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). …2/--2- Based on the project proposals submitted by States/Union Territories (UTs), a total of 122.28 lakh houses, including 10.66 lakh under PMAY-U 2.0, have been sanctioned under the schemes by the Ministry, so far. Of the sanctioned houses, 114.84 lakh houses have been grounded for construction, of which 97.02 lakh are completed/delivered to the beneficiaries as on 22.01.2026, including Haryana. Based on the project proposal submitted by State of Haryana, a total of 1,32,842 houses have been sanctioned by the Ministry under the scheme including 18,175 houses under PMAY-U 2.0. Out of total houses sanctioned, a total of 86,712 houses have been grounded, of which 72,875 are completed and delivered to the beneficiaries. (b): Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 scheme has been launched on October 01, 2021 in all Urban Local Bodies (ULBs)/cities, enabling the cities to become 'self-reliant' and 'water secure'. Under these Missions, States/UTs are empowered to select, prioritise and implement the projects within the broad framework of Mission guidelines. A total of 77 projects worth ₹3,823.54 crore has been sanctioned so far, for water supply and sewerage/septage management under AMRUT 2.0 for the Haryana State. However, Haryana State has not taken up any projects in Bhiwani and Narnaul ULBs under AMRUT 2.0 so far. (c): PM SVANidhi scheme empowers urban street vendors by providing them with affordable working capital loans, helping sustain and grow their micro-enterprises while building financial inclusion and resilience. In Bhiwani-Mahendragarh Lok Sabha Constituency, a total of ₹18.98 crore has been disbursed as working capital loans to 9,358 street vendors. (d): National Heritage City Development and Augmentation Yojana (HRIDAY), a central sector scheme, was launched on 21st January 2015 with the aim to rejuvenate the soul of Heritage Cities. It was implemented in 12 cities namely, Ajmer (Rajasthan), Amaravati (Andhra Pradesh), Amritsar (Punjab), Badami (Karnataka), Dwarka (Gujarat), Gaya (Bihar), Kancheepuram & Velankanni (Tamil Nadu), Mathura & Varanasi (Uttar Pradesh), Puri (Odisha), and Warangal (Telangana). The mission had ended on 31st March 2019 and no new projects/cities were taken up after 31st March 2019. (e): Sanitation is a State subject under 7th schedule of the Constitution. It is the responsibility of State/ULBs to plan, design and execute sanitation projects in the urban areas of the concerned States/UTs. Under SBM-U 2.0, Central Share of funds are released to the States/UTs and not to the cities. Hence, details in respect of Bhiwani are not maintained at Ministry level. …3/--3- Under SBM-U 2.0, State of Haryana has been allocated an amount of ₹645.70 crore, out of which action plans of ₹246.68 crore have been approved. It includes action plan for remediation of ₹53.54 lakh ton of legacy waste, waste to composting plants of 1,541.35 tonnes per day (TPD), Material Recovery Facilities (MRFs) of 980.87 TPD, Sanitary Landfill (SLF) of 276.07 TPD. Details of all the projects under SBM-U reported by State of Haryana are available at SBM-U, MoHUA portal https://sbmurban.org/swachh-bharat-mission-progess. (f): Under AMRUT and AMRUT 2.0, cities are supported in the development and enhancement of urban green spaces and parks to improve environmental sustainability, recreational facilities, and overall liveability in urban areas. Mahendragarh ULB is not covered under AMRUT. Further, under AMRUT 2.0 so far, no green spaces and park projects have been taken up by the state of Haryana, including for Mahendragarh ULB. *****
