NO. 3186. SHRI PRADYUT BORDOLOI:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether the Government has reviewed the implementation of the
Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0 and other urban
housing schemes to ensure "Housing for All", if so, the status of
number of houses sanctioned, completed and occupied, State-wise
and if not, the reasons therefor;
(b) whether any initiatives have been taken to improve urban
infrastructure including transport, sanitation, water and housing in
Tier-Il and Tier-III cities and peripheral areas, if so, the details thereof
including budget, timelines and projects initiated and if not, the
reasons therefor;
(c) whether the Government has mechanisms for monitoring urban
development projects ensuring inclusion of economically weaker
sections and addressing urban migrants' housing needs, if so, the
details and findings thereof and if not, the reasons therefor; and
(d) the details regarding the latest evaluation of urban housing and
infrastructure programmes, gaps identified, corrective action taken
and budget utilisation for the purpose?

(a) to (d): ‘Land’ and ‘Colonisation’ are State subjects. Therefore, schemes
related to housing, water, sanitation and other basic amenities for their
citizens are implemented by States/Union Territories (UTs) in their
respective areas. However, Ministry of Housing and Urban Affairs
(MoHUA) supplements the efforts of States/UTs to provide transport,
sanitation, water and housing in urban areas of the country including in
Tier-II and Tier-III cities through various Missions, such as Pradhan
Mantri Awas Yojana - Urban (PMAY-U) & PMAY-U 2.0, Atal Mission for
Rejuvenation and Urban Transformation (AMRUT) & AMRUT 2.0,
Swachh Bharat Mission - Urban (SBM-U) & SBM-U 2.0 and PM e-Bus
Sewa.

MoHUA has been implementing PMAY-U since 25.06.2015 with an aim
to provide all weather pucca houses with basic civic amenities to
eligible urban beneficiaries across the country. The scheme period has
been extended up to 31.12.2025 to complete sanctioned houses without
changing the funding pattern and implementation methodology. Based
on the learnings from the experiences of implementation of PMAY-U,
MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing
for All’ Mission with effect from 01.09.2024 for implementation in urban
areas across the country to support 1 crore additional eligible
beneficiaries including slum dwellers in next five years. PMAY-U 2.0 has
dedicated a Affordable Rental Housing (ARH) vertical. The scheme

Based on the project proposal submitted by States/UTs, a total of
122.06 lakh houses, including 10.43 lakh under PMAY-U 2.0, have been
sanctioned under the schemes by the Ministry, so far. Out of which,
113.85 lakh houses have been grounded and 96.02 lakh are
completed/delivered to the beneficiaries across the country as on
24.11.2025. The State/UT-wise number of houses sanctioned,
completed and occupied under PMAY-U & PMAY-U 2.0 are at Annexure.
As per the Scheme Guidelines of PMAY-U 2.0, the scheme is monitored
at all three levels: City, State and Central Government. CSMC monitors
project formulation and project implementation including stage-wise
progress of houses and financial progress amongst others. States/UTs
and Cities have to develop suitable mechanisms for effective and
efficient monitoring of the progress of Mission at various levels. The
Ministry conducts regular review meetings with States/UTs to monitor
the progress of the scheme to ensure the completion of houses and
occupancy within the stipulated timeframe.
The SBM-U benefits entire cities and is implemented across 4,910
Urban Local Bodies (ULBs). Funds are provided to States/UTs for
constructing Community/Public Toilets (CT/PTs) and Individual
Household Latrines (IHHLs). CTs and IHHLs primarily serve
underprivileged households, while PTs cater to the general public and
floating population.
Under SBM-U 2.0, Central funds are released based on State/UT action
plans approved by State Level Technical Committees and then passed
on to ULBs. Funds are allocated for the full mission period, not annually.
The total financial outlay for SBM-U 2.0 is ₹1,41,600 crore, including
₹36,465 crore as committed Central Assistance. By October 2019, all
ULBs in 35 States/UTs were declared ODF following the construction of

63.81 lakh IHHLs (108% of target) and 6.36 lakh CT/PT seats (125% of
target). Progress is regularly monitored through continuous interaction
with State/UT officials, weekly expenditure reviews, and field visits by
Central teams.
Under AMRUT scheme, State Annual Action Plans (SAAPs) amounting to
₹77,640 crore including committed Central Assistance of ₹36,035.79
crore have been approved for projects in all States/UTs for the entire
Mission Period. So far, Central Assistance amounting to ₹34,900.97
crore has been released to States/UTs for AMRUT projects for water
supply, sewerage & septage management, storm water drainage, green
spaces & parks and non-motorized urban transport.
AMRUT 2.0 is launched in the year 2021 in all Urban Local Bodies
(ULBs)/ cities, enabling the cities to become 'self-reliant' and 'water
secure'. Providing universal coverage of sewerage and septage
management in 500 AMRUT cities is one of the major focus areas of
AMRUT 2.0. Under the Mission, States/ Union Territories (UTs) are
empowered to select appraise, appraise, prioritise and implement
projects. Against total allocated Central share of ₹66,750 Cr. for
projects under AMRUT 2.0, ₹66013.77 Cr. have been approved so far.
The approved projects include 3,516 water supply projects worth
₹1,18,226.61 crore and 588 Sewerage & Septage Management projects
worth ₹67,840.59 crore.
Urban Transport is an integral part of Urban Development, which is a
State Subject. As such, initiatives for reducing pollution, steps taken for
reducing the increasing traffic congestion on the road are taken by the
respective cities/States/UTs. MoHUA, being the central line Ministry for
urban transport matters, have notified various guiding documents to
help cities/ULBs/States/UTs. Apart from policy initiatives, at present
about 1,083 kms of Metro Rail Network (including 55 km of RRTS) is
operational in 25 cities of the country. Also, PM-eBus Sewa Scheme
was launched on 16th August 2023 with an aim to augment bus
operations in urban areas with deployment of 10,000 electric buses
under the PPP model. So far, out of the 10,000 buses, this Ministry has
sanctioned 9,360 buses under the PM-eBus Sewa Scheme.
An evaluation study of all Central urban schemes including PMAY-U has
been conducted by NITI Ayog in year 2021. Evaluation of CLSS vertical
of PMAY-U has been carried out by Quality Council of India (QCI) in
2024.
