Shri Arun Kumar Sagar: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Central Government has identified roads under the priority to the most Pradhan Mantri Gram Sadak Yojana (PMGSY) by giving priority to the most backward areas within the Shahjahanpur Lok Sabha Constituency in the State of Uttar Pradesh; (b) if so, the details thereof along with the names of those identified roads; and (c) the time by which the construction of roads is proposed to be undertaken? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): The Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched as a one-time special intervention to provide single all-weather road connectivity to eligible unconnected habitations of designated population sizes, thereby, uplifting the socio-economic conditions of rural population in backward and remote areas. To ensure prioritized coverage of backward, tribal, and socio- economically vulnerable communities, the Government has built specific relaxations and targeted interventions across various phases of the scheme: 1. Special Population Relaxations under PMGSY-IV: The Union Cabinet approved Pradhan Mantri Gram Sadak Yojana- IV (PMGSY-IV), for implementation during FY 2024–25 to FY 2028–29 with the target to provide all-weather road connectivity (construction Page 1 of 3of 62,500 km of roads) to 25,000 eligible unconnected habitations across the country with a total outlay of Rs.70,125 crore. There is no separate state-wise target under PMGSY-IV. The eligibility criteria of the habitations to be provided connectivity under PMGSY-IV based on population norms of Census 2011 are as follows: i. Habitations with a population of 500 and above in plains, ii. Habitations with a population of 250 and above in Special Category States (Arunachal Pradesh, Assam, Ladakh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Himachal Pradesh, Jammu Kashmir and Uttarakhand), Special Category Areas [Tribal Schedule-V Areas, Desert Areas, Aspirational Blocks/ Districts and Hilly areas as notified by the respective State Government (cross slope more than 25% gradient and the elevation is more than 600 metres from the Mean Sea Level)] and iii. Habitations with a population of 100 and above in LWE affected Districts including Legacy & Thrust Districts identified by MHA from time to time. Under PMGSY-IV, a "Cluster Approach" has been introduced for habitations. This allows grouping smaller, isolated habitations within a radius of 500 meter (in plains) to collectively meet the population criteria, ensuring backward habitations are connected to essential services like schools, health centers, and agricultural markets. 2. Targeted Interventions & Convergence Schemes: i. Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA): Integrated with PMGSY-IV to give priority connectivity to habitations having a population of 500+ with 50% or more Scheduled Tribe (ST) population, or habitations with 50+ ST population in Aspirational Districts. ii. Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM- AJAY): Integrated with PMGSY-IV to prioritize habitations having a population of 500+ with 40% or more Scheduled Caste (SC) population. iii. PM-JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan): A dedicated vertical launched to provide all- weather road connectivity to ultra-vulnerable communities, specifically Particularly Vulnerable Tribal Groups (PVTGs), relaxing population norms down to 100+ (or clusters of 100+) based on Census 2011 survey data. In the Shahjahanpur Lok Sabha Constituency of Uttar Pradesh, all eligible habitations identified under various phases of PMGSY have Page 2 of 3been considered in accordance with these program guidelines. As per data available on the Online Management, Monitoring and Accounting System (OMMAS) as on 23.07.2026, a total of 91 roads of length 364 km have been sanctioned in Shahjahanpur Lok Sabha Constitency since inception. (c): All road works under various verticals of PMGSY, sanctioned in Shahjahanpur Lok Sabha Constituency have been completed.
