Illegal Dumping of Animal Carcasses
5060. DR. BYREDDY SHABARI:
Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to
state:
(a) whether the Government is aware of incidents of illegal dumping of animal carcasses in
open public places, water bodies, canals, roadsides and vacant lands during the last three years
and if so, the number of such incidents reported, State/UT and year-wise;
(b) the details of inspections conducted by State Pollution Control Boards and municipal
authorities, violations detected and cases where penalties, prosecutions or corrective actions
were initiated during the said period, State/UT and year-wise;
(c) the total amount of fines or compensation recovered and the number of carcasses
scientifically disposed of during the said period, State/UT and year-wise;
(d) whether any nodal authority or officer has been designated to monitor compliance and
coordinate with States and local bodies along with the actions taken thereon; and
(e) the measures undertaken for awareness, training and effective implementation for avoiding
improper disposal, including outreach to local authorities, slaughterhouses and the public?

(a) to (e): Based upon the available information, as provided by State Pollution Control
Boards and Pollution Control Committees, there are instances of dumping of animal carcasses
in open public places, water bodies and vacant lands and action has been taken as per law.
The Department of Animal Husbandry and Dairying has issued guidelines on disposal of
animal carcass and disinfection for scientific disposal of animal carcass and animal waste.
The Central Pollution Control Board has also issued ‘Guidelines for Carcass Disposal’ in
2020. A standard operating procedure for disposing Tiger/ leopard carcass/ body parts has
been issued by National Tiger Conservation Authority.
As per the Solid Waste Management Rules 2016, the local authorities and Panchayats have
been mandated to collect waste from meat, poultry and fish market on day-to-day basis and
promote setting up of decentralised compost plant or bio-methanation plant at suitable
locations in the markets or in the vicinity of markets ensuring hygienic conditions.Under the Bio-medical Waste Management Rules 2016, notified vide G.S.R. 343(E) dated
28.03.2016, the treatment and disposal options of Animal Anatomical Waste (i.e.
Experimental animal carcasses, body parts, organs, tissues, including the waste generated
from animals used in experiments or testing in veterinary hospitals or colleges or animal
houses) through Incineration or Plasma Pyrolysis or deep burial have been provided under
Schedule I. The Disposal by deep burial is permitted only in rural or remote areas where there
is no access to common bio-medical waste treatment facility. This will be carried out with
prior approval from the prescribed authority and as per the Standards specified in Schedule-
II of the Bio-medical Waste Management Rules 2016.
