Parliament Question: Impact of Floods on Eluru District of Andhra Pradesh

SHRI PUTTA MAHESH KUMAR: Will the Minister of JAL SHAKTI be pleased to state: (a) whether the Government has undertaken any study/survey regarding the impact of floods in Eluru district of Andhra Pradesh, especially regarding the extent of damage caused to human life, agriculture, housing and infrastructure during the last five years and if so, the details thereof; (b) the details of the short-term and long-term measures undertaken to reduce damage caused by floods in Andhra Pradesh, especially in Eluru district during the said period; (c) the details of the total funds allocated, released and utilised under various Central Government schemes, initiatives and programmes in Eluru for development of flood damage mitigation and reduction during the said period; and (d) the steps taken by the Government to raise awareness among the public regarding flood management practices, especially in Eluru district and in Andhra Pradesh? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (d) Flood management and anti-erosion schemes including conducting requisite surveys, are formulated and implemented by concerned State Governments as per their priority. The Union Government supplements the efforts of the States by providing technical guidance and also promotional financial assistance for management of floods in critical areas. Union Government is implementing a centrally sponsored "Flood Management and Border Areas Programme (FMBAP)" for providing central assistance to States for works related to flood control, anti-erosion, drainage development, anti-sea erosion, etc. during 2021-26. No project proposal of Andhra Pradesh has been received for inclusion under FMBAP. Government of Andhra Pradesh has informed that flood protection works on Thammileru, Yerrakalava, and Kovvada Kalva Surplus courses have been sanctioned and executed using State Disaster Mitigation Funds (SDMF) for an amount of Rs. 470.71 Lakhs. As part of non-structural measures for flood management, Central Water Commission is maintaining 36 Hydrological Observation stations in Andhra Pradesh out of which two are in Eluru district. Central Water Commission also maintains 21 Flood Forecasting stations in Andhra Pradesh out of which one is in Eluru district. CWC adopts various dissemination mechanisms to get maximum reach to the flood warnings produced. State Government of Andhra Pradesh has informed that Revenue and Forest Departments along with Water Resources Department have taken up various initiatives to create awareness among the public regarding flood management and safety practices in the flood prone villages. *****
