Parliament Question: Impact of Phase-I biogas installations under the National Biogas Programme

GOVERNMENT OF INDIA MINISTRY OF NEW AND RENEWABLE ENERGY RAJYA SABHA UNSTARRED QUESTION NO. 2070 ANSWERED ON 10.03.2026 IMPACT OF PHASE-I BIOGAS INSTALLATIONS UNDER THE NATIONAL BIOGAS PROGRAMME 2070. SHRI SUJEET KUMAR Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the achievements and targets accomplished so far during Phase-I of biogas installations; (b) the estimated annual CO₂-equivalent reduction expected from Phase-I biogas installations and whether the Ministry has mandated standardised greenhouse gas accounting, including methane leakage measurement protocols, to track environmental performance and report under India’s NDC targets; (c) the percentage of beneficiaries, out of the total targeted for small and medium biogas plants, who have operationalised the units; (d) the number of rural women-led self-help groups or dairy cooperatives linked to the programme; (e) the specific outreach strategies implemented to promote biogas adoption in forested, hilly and tribal areas? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) As on 28.02.2026, a total of 34913 numbers of small biogas plants and 37 medium scale biogas plants have been supported in the country under the Biogas Programme being implemented by MNRE under Phase-I of National Bioenergy Programme (NBP). (b) It is estimated that about 3.43 lakh tons of CO₂-equivalent per year emissions has been reduced through installation of small and medium biogas plants under the Phase-I of NBP. This Ministry does not mandate separate standardised greenhouse gas accounting or methane- leakage measurement protocols. (c) The Biogas Programme under the Phase-I of NBP is being implemented through the Programme Implementing Agencies (PIAs). As reported by the PIAs, 34913 small biogas plants and 37 number of medium scale biogas plants have been installed and commissioned. (d) & (e) As per the information received from the PIAs, 11 nos. of rural women-led self-help groups or dairy cooperatives are linked to the Biogas Programme being implemented by MNRE. In addition, two dairy co-operative, National Dairy Development Board (NDDB) and Amul Dairy are PIAs under Biogas Programme. The PIAs, organizes awareness campaigns, training programmes, demonstration projects and community level activities to promote adoption of biogas plants, including in the forested, hilly and tribal areas. The eligible Central Financial Assistance (CFA) for small biogas plants for these areas ranges from Rs. 17,000 (1 m3) to Rs. 70,400 (20-25 m3), which are higher than the standard CFA given to other States which are in the range of Rs. 9,800 (1 m3) to Rs. 52,800 (20-25 m3). Moreover, for the medium biogas plants, an additional 20% CFA is being provided for implementation in the North-East Region (NER) States, Islands, Registered Gaushalas and SC/ST beneficiaries. *****
