IMPACT OF PM MITRA PARK SCHEME ON BIHAR’S TEXTILE SECTOR
3353. SHRI AKHILESH PRASAD SINGH:
Will the Minister of TEXTILES be pleased to state:
(a) whether Bihar has been considered for inclusion or linkage benefits under the Pradhan Mantri Mega
Integrated Textile Region and Apparel (PM MITRA) Parks Scheme;
(b) the support extended to textile units and handloom clusters in the State during 2023–26;
(c) whether employment generation targets have been fixed for eastern parts of the country under the scheme;
and
(d) the steps taken to modernise Bihar’s traditional textile sector and integrate it into national supply chains?
ANSWER

(a): The Government has finalized setting up of PM Mega Integrated Textile Region and Apparel (PM
MITRA) Parks at 7 sites viz. Tamil Nadu (Virudhnagar), Telangana (Warangal), Gujarat (Navasari),
Karnataka (Kalaburagi), Madhya Pradesh (Dhar), Uttar Pradesh (Lucknow) and Maharashtra (Amravati). No
project was sanctioned under PM MITRA Scheme in Bihar.
(b): For the promotion of handloom sector, this Ministry implements a Small Cluster Development
Programme (SCDP), under National Handloom Development Programme (NHDP), which provides need
based financial assistance for implementation of various interventions like product and design development,
up-graded loom and accessories, solar lighting system, marketing support, workshed etc. During the FY 2023-
24 to 2025-26 (upto 28.02.2026), 4 number of SCDPs have been sanctioned in Bihar State with financial
assistance of Rs.235.48 lakh covering 677 number of beneficiaries.
(c): For the development of Silk Industry, the Ministry also implements a scheme i.e Silk Samagra-2, with
the broad objective to develop and modernize the silk sector by boosting production and productivity,
technology up-gradation, providing better infrastructure support, product diversification and value addition.
The scheme has an outlay of Rs.4,679.86 crore for five years i.e from 2021-22 to 2025-26. In the following
eastern states, the details of estimated employment generation in Silk Samagra-II is as under:-

4 Odisha 0.4 0.5 0.5 0.4(d): Government of India has been providing financial assistance and institutional support to the textile
sector by implementing several schemes for the development, modernization and integration of supply chain
across the country, including those in the state of Bihar.
Under Amended Technology Upgradation Fund Scheme (ATUFS), Ministry has supported 4 units
with subsidy support of Rs. 6.63 crore. These units have generated investment of Rs. 117.99 crore. The
validity of ATUFS scheme expired on 31.3.2022 and currently only committed liabilities are being cleared
under the scheme.
Further, Ministry of Textiles also implements Samarth (Scheme for Capacity Building in Textiles
Sector) scheme to provide demand driven, placement-oriented skilling programmes to supplement the efforts
of the industry in creating jobs in the organized textile and related sectors, covering the entire value chain of
textiles, excluding Spinning and Weaving in organized sector, on pan India basis. Under this Scheme, a total
of 6.03 lakh beneficiaries have been trained (passed), including 20,563 beneficiaries in Bihar state as of
18.03.2026.
