## eMigrate Portal Policy Summary
This document summarizes the impact and key statistics related to the Government of India's eMigrate portal, as of July 25, 2025. The eMigrate portal, initially rolled out in 2014, facilitates the emigration process for Indian nationals holding Emigration Check Required (ECR) passports seeking employment in 18 notified ECR countries. The portal aims to simplify, organize, and humanize the emigration process by making it fully digital, transparent, safe, legal, humane, efficient, convenient, and faster.
The eMigrate portal serves as a common platform for all stakeholders, including Foreign Employers (FEs), registered Recruiting Agents (RAs), and prospective emigrants, enabling the Ministry of External Affairs (MEA) to maintain a comprehensive online database. The portal offers a dedicated helpline and support system to address queries and issues, and hosts advisories and alerts regarding fake job offers and fraudulent recruitment agencies.
A revamped and user-friendly eMigrate V2.0 portal was inaugurated on October 14, 2024. This updated version integrates with various platforms including:
* DigiLocker: For document storage and access.
* Common Services Centers (CSC): To deliver emigration-related services through a network of over 500,000 centers nationwide.
* UMANG: For access to pan-India e-governance services.
* BHASHINI: To enable access to information in regional languages.
* SBIePay: For an additional digital payment gateway with zero transaction charges.
* Bureau of Immigration: For seamless travel of emigrants.
* Passport Seva Portal: For e-verification of passports.
* Insurance companies: For procurement of the mandatory Pravasi Bharatiya Bima Yojana (PBBY) policy.
An eMigrate Mobile App has also been developed, providing stakeholders with easy access to major portal services, including application status tracking, lists of registered and unregistered recruiting agents, and grievance filing.
As of July 25, 2025, over 4.8 million Emigration Clearances (ECs) have been issued through the eMigrate portal. There are currently 2,358 active RAs and 293,738 FEs registered on the platform.

(a) whether the Government has implemented the e-Migrate portal to
simplify, organize and humanize the emigration process, if so, the
details thereof including the key benefits of the project; and
(b) whether the Government has the data on the total number of
people granted Emigration Clearance since the launch of the portal
till date, along with the number of active recruiting agents and
registered employers on the portal, if so, the details thereof?

(a) The eMigrate portal facilitates emigration process of Indian
nationals holding Emigration Check Required (ECR) passports and
emigrating to any of the 18 notified ECR countries for employment
purpose and was rolled out in 2014. The web-based application
makes the process of emigration fully digital, transparent, safe,
legal, humane, efficient, convenient, and faster. It seamlessly brings
all stakeholders, including Foreign Employers (FEs), registered
Recruiting Agents (RAs) and the prospective emigrants on a common
platform and enables MEA to capture comprehensive and online
database. A dedicated helpline and support system is also available
to assist emigrants and other stakeholders to address any
query/issue. The advisories/alerts on fake job offers and
fraudulent/illegal recruitment agencies are also hosted on the portal.
An updated, revamped and user friendly eMigrate-V2.0 portal
was inaugurated on 14 October 2024. The revamped portal has been
integrated with DigiLocker to provide for storage and access by
users of documents across the world; Common Services Centers
2(CSC) to enable delivery of emigration related services through its
network of over 5 lakh centers across the country; UMANG for
providing access to pan-India e-Gov services; BHASHINI to enable
access to information in regional languages; SBIePay for
provisioning of an additional digital payment gateway with zero
transaction charges; Bureau of Immigration for seamless and hassle
free travel of emigrants; Passport Seva Portal for e-verification of
Passports, insurance companies for procurement of mandatory
PBBY policy etc., among others. The eMigrate Mobile App has also
been developed for the first time which allows the stakeholders to
have easy access to major services available on the portal, including
tracking of application status, obtaining list of registered as well as
unregistered recruiting agents, filing grievances etc.
(b) As on July 25, 2025, over 48 lakh Emigration Clearances (ECs)
have been issued through the portal and there are 2358 active RAs
and 2,93,738 FEs registered on the portal.
