IMPLEMENTATION AND IMPACT OF MSME CHAMPIONS SCHEME

Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to
state:
(a) the key objectives and major components of the MSME Champions Scheme
launched by Government to promote competitiveness and resilience among Micro,
Small, and Medium Enterprises (MSMEs);
(b) the total number of MSMEs that have benefited under the scheme since 2023,
State and sector-wise;
(c) whether Government has conducted any assessment of its impact in improving
innovation, digital adoption and market access; and
(d) if so, the details of such assessment and the steps taken to further strengthen
implementation of the scheme?

(a): MSME Champions scheme is a holistic approach to unify, synergize, and
converge various schemes and interventions with a purpose to modernize enterprises
and their processes, reduce wastages, sharpen business competitiveness, and facilitate
their National and Global outreach and excellence.
The three major components under the MSME Champions Scheme along with their
key objectives are as below:
i) MSME-Sustainable (ZED) Certification Scheme: The ZED Certification
envisages promotion of Zero Defect Zero Effect (ZED) practices amongst
MSMEs so as to encourage and enable MSMEs for manufacturing of quality
products using latest technology and tools.This aims to constantly upgrade
their processes for achievement of high quality and high productivity with
minimum effect on the environment, develop an ecosystem for ZED
Manufacturing in MSMEs, so as to enhance their competitiveness and
sustainability.
ii) MSME-Competitive (Lean) Scheme: The Lean Scheme is an extensive
drive for enhancing the competitiveness of MSME manufacturingsector
through implementation of Lean Tools and Techniques. This aims atreduction
in rejection rates, product and raw material movements & product cost,
optimization of space utilization and resources like Water, Energy, Natural
Resources etc.
iii) MSME-Innovative {Incubation, Design and Intellectual Property
Rights(IPR)} Scheme: MSME Innovative is a novel concept for MSMEs
with a combination of innovation in incubation, design intervention and by
protecting IPR in an integrated approach. This aims to create awareness
amongst MSMEs and to enable them to acquire IPR and incubate ideas and
designs into business ventures.
(b): The State-wise number of MSMEs benefited under the Scheme since FY 2022-
23, along with the information on the sectors covered under the Scheme, is provided at
Annexure-I.
(c) and (d): The scheme has substantially served its purpose with the key
deliverables having achieved and exceeded the target. With a view to further
strengthening implementation of the scheme and improving its outcomes, suitable
measures have been adopted. The details are attached at Annexure-II.

of recorded media, coke and refined petroleum products, chemicals and
chemical products, pharmaceuticals, medicinal chemical and botanical
products, rubber and plastics products, other non-metallic mineral products,
basic metals, fabricated metal products(except machinery and equipment),
computer, electronic and optical products, electrical equipment, machinery and

Steps undertaken for strengthening implementation and impact of MSME
Champions Scheme
The MSME Champions Scheme has recorded substantial coverage and outputs across
its sub-components, with key deliverables having been achieved and exceeding the
targets. Under the ZED component, more than 5 lakh MSMEs have been certified.
The Lean component has resulted in over 18,000 MSMEs obtaining Lean
certifications. Further, under the MSME Innovative (Incubation) component, 1,418
innovative ideas have been approved for financial assistance under the scheme.
Under the IPR component, over 3,000 intellectual properties have been acquired and
supported, while 69 design projects have been approved under the Design
component.
To further strengthen implementation under the ZED component, various measures
have been undertaken. Two additional parameters, namely Energy Management and
Measurement & Analysis, have been incorporated at the ZED Bronze Certification
level. A surveillance assessment after 18 months of achieving ZED Bronze
Certification has been introduced for both existing and new MSMEs. For Silver and
Gold Certification levels, two surveillance assessments are now conducted—first
between 12–18 months and second between 24–30 months of ensuring certification
compliances post-certification. Financial assistance of Rs 50,000 has been extended
for multiple testing, system, and product certifications. Additionally, the cost of ZED
Certification has been reduced by 20% across all levels, and 100% subsidy on
ZED Certification cost across all levels is provided to MSMEs owned by Women
Entrepreneurs.This has substantially contributed in larger gender inclusion in the
scheme.
Under the Lean component, the requirement of forming a Special Purpose Vehicle
(SPV) has been removed, and Groups of Enterprises are now formed to facilitate
easier and faster implementation. To enhance outreach under the Incubation
component, the number of Host Institutes has been more than doubled to 773over
the last two financial years. Similarly, under the IPR component, the number of
Intellectual Property Facilitation Centres (IPFCs) has increased to 87 from 48 (in
FY 2023-24). Further, the Ministry has launched the MSME Support for
Commercialization of IP (SCIP) Programme as a sub-component under the IPR
initiative, aimed at bridging the gap between IP creation and commercialization
through establishment of Technology Transfer Facilitation Centres (TTFCs),
provision of financial assistance for accessing IP assets, and support for registration of
foreign trademarks and designs.
