IMPLEMENTATION OF AGRICULTURAL SCHEMES IN ASSAM

(a) the number of farmer suicides reported in Assam since 2021, year and district-
wise;
(b) whether there have been delays in disbursal of crop insurance claims under
Pradhan Mantri Fasal Bima Yojana (PMFBY) and other schemes in Assam and if so,
the reasons therefor;
(c) the current status of Minimum Support Price (MSP) procurement in Assam and
reasons for any gaps in implementation;
(d) whether the Financial Data Infrastructure (FDI) framework has been fully
implemented across all districts of Assam, if not, the reasons for delay and the districts
where FDI data is still unavailable;
(e) the timeline for full rollout of FDI coverage in Assam; and
(f) the steps being taken to improve data availability and institutional coordination for
farmer-related schemes in the State?

(a): The National Crime Records Bureau (NCRB) under the Ministry of Home Affairs
compiles and disseminates information on suicides in its publication titled ‘Accidental
Deaths and Suicides in India’ (ADSI). The report till 2023 is available on NCRB website
(https://ncrb.gov.in).
(b): As per information received from Government of Assam, Pradhan Mantri Fasal
Bima Yojana (PMFBY) claims are paid through the “ Digi Claim Module” of the National
Crop Insurance portal (NCIP) since Kharif 2022 season. Claims up to 2024 (both
Kharif and Rabi) have been settled.(c): Minimum Support Price (MSP) for Paddy, Mustard and Maize is Rs.2369,
Rs.6200 and Rs.2400 per quintal respectively. The Government of Assam is providing
additional support price (top up) for Paddy, Mustard and Maize over and above MSP.

Therefore, district-wise implementation status or availability of “FDI data” in Assam
does not arise.
(f): To improve data availability and institutional coordination for farmer-related
schemes in the State, the following steps are being undertaken:
• Implementation of digital initiatives such as the Farmer Registry, Digital Crop
Survey, and Geo-Reference Village Maps Registries under the Digital Public
Infrastructure (DPI) initiative of Agri Stack.
• Strengthening inter-departmental coordination among the Agriculture,
Revenue, and allied departments at the State level.
