Executive Summary:
The Ministry of Ports, Shipping and Waterways provided an update on the Coastal Community Development initiative under the Sagarmala Programme in response to Lok Sabha Unstarred Question No. 2130 on August 1, 2025. The initiative aims to improve the socioeconomic wellbeing of coastal communities through various projects. (a) the objectives and key components of the Coastal Community Development
initiative under the Sagarmala Programme, particularly in the areas of skill development,
fisheries infrastructure and coastal tourism;
(b) the number of projects sanctioned and implemented under this component across
various coastal States, including Karnataka;
(c) whether any projects have been approved or implemented in Dakshina Kannada
district and if so, the details thereof including project type, location and funding allocated;
(d) whether the Government proposes to establish any skill development centres,
marine clusters or fishing harbour upgrades in Dakshina Kannada under Sagarmala; and
(e) the mechanism put in place to coordinate with State Governments and coastal
communities to ensure effective implementation of this component?

(a) The Coastal Community Development initiative under the Sagarmala Programme
aims to improve the socio-economic well-being of coastal communities through value
addition in fisheries, aquaculture, cold chain development, skill development, local
tourism and recreational facilities. This initiative seeks to create sustainable livelihood,
reduce poverty, and improve the overall quality of life for those living in coastal areas and
also aims to empower coastal communities by providing them with the skills,
infrastructure, and opportunities to thrive in a changing economic landscape.
(b) Under Sagarmala Scheme, a total of 45 projects have been sanctioned under this
component across various coastal States / UTs including 6 projects in Karnataka. The
list of projects, state-wise is placed at Annexure-I.(c) & (d) The details of projects in Dakshina Kannada District of Karnataka are placed at
Annexure -II.
(e) At the top of the Sagarmala framework, a National Sagarmala Apex Committee
(NSAC) has been constituted for overall policy guidance and high-level coordination, and
to review aspect of planning and implementation of the plan and projects. Ministry from
time to time holds Maritime States Development Council (MSDC) meetings for creating
synergy among various stakeholders such as Central Government Department /
Ministries and State Governments. The Ministry has also facilitated formulation of the
State Maritime and Waterways Transport Committees (SMWTC) in all Coastal states/
UTs with the object to facilitate execution of projects under Sagarmala Programme.Annexure-I
