Mahima Kumari Mewar: Dr. Hemant Vishnu Savara: Shri Bibhu Prasad Tarai: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) the features of the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) along with the classification of development works under the scheme; (b) whether the Government has reviewed the implementation of DAJGUA during 2026, if so, the outcome thereof: (c) the status of implementation of the interventions/projects under the Abhiyan, State-wise and district- wise including the number of tribal-majority villages covered and beneficiaries covered so far; (d) the details of funds sanctioned, released and utilized under the Abhiyan and other tribal development schemes in the country, State-wise; (e) whether the Government has identified delays or shortfalls in implementation, utilisation of funds or convergence of schemes under the Abhiyan in any State or Union Territory, if so, the details thereof and the steps taken to address the bottlenecks along with the timeline fixed for the same; and (f) the steps being taken to complete pending tribal development projects and improve delivery in education, health, housing, livelihood and connectivity sectors? ANSWER MINISTER OF STATE FOR TRIBAL AFFAIRS (SHRI DURGADAS UIKEY) (a) The Government launched the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) for saturation of infrastructure and socio-economic development in identified tribal-majority villages through convergence of Central Sector and Centrally Sponsored Schemes implemented by multiple Ministries/Departments. The Abhiyan covers interventions relating to housing, rural connectivity, drinking water, health, education, hostels, Anganwadi Centres, mobile connectivity, electrification, renewable energy, LPG connections, tourism, livelihood, agriculture, fisheries, livestock, skill development, FRA/PESA awareness and capacity building, and other tribal welfare interventions. (b) The Ministry of Tribal Affairs (MoTA), being the nodal Ministry for the implementation of the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), reviewed the progress of the scheme in a meeting attended by the concerned Line Ministries under DAJGUA and the State Tribal Welfare Departments. The review focused on the physical and financial progress of the interventions, implementation bottlenecks,fund flow, appraisal of proposals, convergence among the Line Ministries and the State/UT Governments, and measures required to expedite effective implementation of the scheme. The significant progress achieved under various interventions of Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) includes the following:  13,02,811 houses have been sanctioned under Pradhan Mantri Awaas Yojana–Gramin (PMAY-G). Out of sanctioned houses, 8,21,566 houses have been completed.  436 Mobile Medical Units (MMUs) have been operationalised to strengthen healthcare service delivery in tribal areas.  A total of 875 Anganwadi Centres (AWCs) have been sanctioned, out of which 681 AWCs have been made operational.  692 hostels have been sanctioned for tribal students, 4 hostels have been completed and the foundation stones for 307 hostels have been laid.  5,008 km of roads have been sanctioned across 14 States,  Mobile connectivity has been extended to 4,314 tribal villages.  Under the Jal Jeevan Mission, 29,497 villages have achieved saturation in tap water supply.  4,099 households have been provided with solar rooftop electrification.  A total of over 23.14 lakh LPG connections have been sanctioned, of which approximately 1.32 lakh connections have been distributed to Scheduled Tribe beneficiaries.  2.87 lakh household and public institution electrification works have been sanctioned, of which 98,167 households and public institutions have been electrified.  365 Tribal Homestays have been sanctioned under the Ministry of Tourism.  Approximately 7.82 lakh participants have been covered under awareness and capacity-building programmes on the Forest Rights Act (FRA) and the Panchayats (Extension to Scheduled Areas) Act (PESA).  111 Poshan Vatikas have been sanctioned in Eklavya Model Residential Schools (EMRSs).  Around 1.73 lakh beneficiaries have been identified under agricultural interventions.  4,808 beneficiaries have been covered under fisheries interventions implemented by the Department of Fisheries.  1,808 beneficiaries have been sanctioned for assistance under the National Livestock Mission (NLM).  Ministry of Tribal Affairs sanctioned 10281 construction / upgradation projects in Ashram schools/ hostels and 15 CoC (Centre of Competence) under sickle cell initiative and approx. 100 Tribal Multi-Purpose Market Centre. (c) & (d) The State-wise status of implementation of major interventions under the Abhiyan, including 63,843 tribal-majority villages of 549 districts & physical progress, funds released/utilised and beneficiaries covered, is placed at Annexure-I to Annexure- XIII. (e) & (f) During the review, the Ministry identified implementation bottlenecks in certain States/UTs and Line Ministries with respect to key interventions under DAJGUA, including PMAY-G, road connectivity, livelihood programmes, Mobile Medical Units (MMUs), mobile towers, solar electrification, tribal hostels, skill development, agriculture, and Anganwadi Centres. The delays were primarily attributed to procedural issues, land-related constraints, statutory clearances, and coordination challenges among the implementing agencies. To address these issues, the Ministry of Tribal Affairs (MoTA) has instituted a mechanism for regular monitoring through physical and financial review meetings with the concerned Line Ministries and State Tribal Welfare Departments. In addition, each review meeting may include an assessment of the Action Taken Report (ATR) on the decisions taken in the previous meeting.
