(a) the details of the objectives, geographical coverage, targeted tribal villages and budget allocation under the
'Dharti Aaba Janjatiya Gram Utkarsh Abhiyan' (DAJGUA) in the country, State/UT-wise particularly its coverage
and outcome in Chattisgarh and Nabarangpur Lok Sabha Constituency in Odisha;
(b) the total number of tribal villages covered in the 549 districts across the country under the said Abhiyan
including the districts in Chattisgarh, Karnataka and Odisha and the number of tribal beneficiaries thereunder,
district-wise;
(c) the details of the proposals received, work approved and the budget allocated for Udaipur, Salumbar,
Dungarpur and Pratapgarh districts of Rajasthan under the said Abhiyan;
(d) the current status of the progress made with respect to the 'Adi-Vaani', artificial intelligence–enabled tribal
language translator along with the various tribal languages/dialects currently supported or proposed to be included
in the country particularly those in Chattisgarh, Karnataka/the Western Ghats region and Nabarangpur Lok Sabha
Constituency; and
(e) the details of the roadmap and action plan prepared by the Government for the preservation, documentation,
and promotion of endangered tribal languages through digital initiatives and AI based preservation tools

(a) Hon’ble Prime Minister launched Dharti Aaba Gram Utkarsh Abhiyan (DAJGUA) on 2nd October,2024.
The Abhiyan comprises of 25 interventions implemented by 17 line Ministries and aims to holistic socio-
economic development of tribal communities by saturation of infrastructural & human development gaps in ST
majority villages or those in Aspirational districts. The objectives of the Abhiyan inter alia include improving
access to health, education, drinking water, housing, livelihood and infrastructure for tribal populations,
saturating gaps in social infrastructure, health services, schooling, connectivity, skill development, and livelihood
support through convergence of existing schemes across ministries.
The total number of tribal villages covered in the 549 districts across the country under the said Abhiyan
is 63,843 in 2,911 blocks of 30 States/UTs. The Abhiyan covers in 6691 and 7667 villages in the State of
Chattisgarh and Odisha respectively. The total budgetary outlay is ₹79,156 crore (Central ₹56,333 cr + State
share ₹22,823 cr) over five years across the country. Each concerned Ministry has been allocated budget and
targets under Abhiyan and responsible for implementing the intervention assigned to it.
The outcome/progress of various interventions in the State of Chattisgarh and Nabranngpur District of
Odisha since the inception of DAJGUA is at Annexure-I
(b) The total number of tribal villages covered in the 549 districts across the country under the said Abhiyan
is 63,843 in 2,911 blocks of 30 States/UTs including the States of Chattisgargh, Karnataka & Odisha. The
State/UT-wise coverage of districts, villages and ST population including the States of Chattisgarh, Karnataka &
Odisha under this Abhiyan is at Annexure-II.
(c) The details of activities approved by Ministry of Tribal Affairs in Udaipur, Salumbar, Dungarpur and
Pratapgarh districts based on the proposals of State Government of Rajasthan under the Abhiyan are given at
Annexure-III. Further, as per information received from Ministry of Jal Shakti, out of total coverage of 2038
villages in Udaipur, Salumbar, Dungarpur and Pratapgarh, districts, 1850 villages have been saturated for
drinking water supply. Ministry of Rural Development has sanctioned 6076 awas in Dungarpur district, 2793
awas in Pratapgarh district, 9092 in Salumbar district and 2218 awas in Udaipur district. Department of Telecom
has covered 10,27 and 125 villages for mobile connectivity in Dungarpur, Pratapgarh and Udaipur districts
respectively.
(d) Under the Adi Vaani project, four languages i.e., Gondi from Chhattisgarh, Mundari from Jharkhand,
Bhili from Madhya Pradesh, and Santali from Odisha is live on the beta version of app and web portal. Two
languages, i.e, Kui from Odisha and Garo from Meghalaya is in the development phase. In the second phase of
the project, following seven more languages is proposed to be included in Adi Vaani:

Tripura – Kokborok
Karnataka – Betta Kurumba
Manipur – Thodou Kuki & Tangkhul
Gujarat – Chodri(e) For the preservation, documentation, and promotion of endangered tribal languages through digital
initiatives and AI based preservation tools, the Government is working to develop Adi Vaani as an AI based
translation tool. Under this, an app and web-based platform is being developed with its beta version launched
on 1st September with 4 tribal languages namely Gondi from Chhattisgarh, Mundari from Jharkhand, Bhili from
Madhya Pradesh, and Santali from Odisha. This platform will provide text-to-text, speech-to-text and speech-to-
speech translation of Hindi and English sentences to tribal languages and vice versa. Adi Vaani will also make
the policies, schemes, and guidelines available to people in the proposed tribal languages to improve the service
