Parliament Question: Implementation of Digital India-GENESIS Programme in Maharashtra

VARSHA EKNATH GAIKWAD: SHRI SANJAY DINA PATIL: SHRI MOHITE PATIL DHAIRYASHEEL RAJSINH: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether the Government has reviewed the implementation of Digital India-GENESIS programme in Maharashtra and if so, the details thereof; (b) the details of start-ups, incubators and innovation hubs in Tier-II and Tier-III cities of Maharashtra that have been supported under the programme during the last three years and the current year; (c) whether objectives of promoting collaborative engagement among start-ups, Government and corporates for digitisation and employment generation have been achieved in the said State and if so, the details thereof; (d) whether the Government is aware that start-ups in non-metro regions of Maharashtra continue to face inadequate infrastructure, limited access to mentors and funding constraints and if so, the details thereof; and (e) the details of the steps taken or proposed to expand the coverage of Digital India-GENESIS and strengthen start-up ecosystem in Tier-II and Tier-III cities of Maharashtra and if so, the details thereof? ANSWER MINISTER OF STATE FOR ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA) (a) to (e): GENESIS: Government of India started implementation of ‘Gen-Next Support for Innovative Startups (GENESIS)' Scheme in the year 2023 with the aim to strengthen the startup ecosystem in Tier-II and Tier-III cities across India. The scheme envisages to discover, nurture and grow more than 1,600 technology startups with an outlay of Rs. 490 Crore over period of five years. The scheme is being implemented by the MeitY Startup Hub (MSH) through 65 incubators. Under GENESIS Scheme, following three Incubators have been approved in Maharashtra:1. Atal Incubation Centre (AIC)- Agricultural Development Trust (ADT) Baramati Foundation, Baramati 2. IIM Nagpur Foundation for Entrepreneurship Development (InFED), Nagpur 3. Marathwada Accelerator for Growth and Incubation Council (MAGIC), MIDC Industrial Area, Chhatrapati Sambhajinagar (Aurangabad) As of now, a total of 653 startups have been supported across the country, including 24 startups supported in Maharashtra with funding, incubation, mentoring, lab support and other incubation services. Under the Scheme, 13 such programmes have been conducted for promoting entrepreneurship and employment generation in Tier-II and Tier-III cities of the State. In addition, under the Startup India initiative, through Fund of Funds for Startups (FFS) scheme, Alternative Investment Funds (AIFs) have invested over Rs. 6,500 Cr in 280+ startups from Maharashtra. Through Startup India Seed Fund Scheme (SISFS), supported incubators have approved more than Rs. 115 crore to 660+ startups from Maharashtra, while under the Credit Guarantee Scheme for Startups (CGSS), 115+ loans amounting to over Rs. 325 crore have been guaranteed to startups from Maharashtra. Further, MeitY initiated various Centres of Excellence (CoEs) in the State of the Maharashtra such as:• CoE for IoT in Agriculture at Akola • CoE in NextGen Intelligent Solutions for Core Sector at Nagpur • CoE for Automotive: Autonomous/Connected/Electric & Shared (ACES) Vehicle at Pune • CoE in Rechargeable Battery Technology (Pre Cell) at Pune MSH through its online platform also supports startups with access to labs, co-working spaces, resources of CoEs network, technical support, domain expertise, mentor support, investor & market connect and networking to expand the coverage of GENESIS scheme. *****
