IMPLEMENTATION OF KRISHONNATI YOJANA IN UTTAR PRADESH
3219. SMT. DARSHANA SINGH:
Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:
(a) the amount allocated to Uttar Pradesh under the Krishonnati Yojana (KY) during the year
2026-27 and the current status of expenditure thereof;
(b) whether special priority has been accorded to aspirational/backward districts of the State;
(c) the current status of projects approved for agricultural infrastructure, storage, processing and
value-chain development;
(d) the current progress of provisions for technical and digital support for small and marginal
farmers; and
(e) the current functional status of the monitoring mechanism established for Centre-State
coordination?
ANSWER

(a): Presently, the Centrally Sponsored Schemes of Department of Agriculture & Farmers
Welfare are under two umbrella schemes- Pradhan Mantri -Rashtriya Krishi Vikas Yojana (PM-
RKVY) & Krishonnati Yojana (KY). For the Financial Year 2026-27 and onwards, Expenditure
Finance Commission (EFC) draft for an umbrella scheme covering Centrally Sponsored
Schemes of the Department of Agriculture & Farmers Welfare for 16th Finance Commission
(FC) period has been initiated. The draft has been circulated for inter- ministerial consultations.
For the Financial Year 2025-26, the amount allocated to the State of Uttar Pradesh as
per Annual Action Plan 2025-26 is Rs. 620.70 crore (central share). Further, as on
17.03.2026, Mother Sanction of Rs. 369.73 crore has been issued, against which the State
has incurred an expenditure of Rs. 254.12 crore.(b): The various components under KY Scheme including National Food Security and
Nutrition Mission (NFSNM), Sub Mission on Seed and Planting (SMSP), National Mission on
Edible Oils-Oilseeds (NMEO-OS), Mission for Integrated Development of Horticulture
(MIDH), National Bamboo Mission (NBM), Sub-Mission on Agriculture Extension (SMAE),
Digital Agriculture Mission (DAM), Mission for Aatmanirbharta in Pulses and Integrated
Scheme for Agricultural Marketing (ISAM) cover all aspirational/backward districts as per the
priority and annual action plan of the State of Uttar Pradesh.
(c): Various projects relating to agricultural infrastructure, storage, processing and value-chain
development that have been supported under various components of KY scheme are as follows:
SMSP:- During the last five years, an amount of Rs.135.95 lakh have been released
cumulatively for creation of Seed Storage Godowns of 1913.27 MT capacity in Uttar Pradesh.
NMEO-OS:- 4 seed hubs, 3 seed storage and 3 oil mills have been sanctioned to Uttar
Pradesh State during 2025-26.
‘Agricultural Marketing Infrastructure (AMI)’, a sub-scheme of ISAM :- a total of 1311
storage infrastructure projects (Godowns), with storage capacity of 61.10 lakh MT have been
sanctioned and subsidy of Rs 1111.66 lakh has been released. In other than marketing
infrastructure, a total of 430 projects has been sanctioned and subsidy of Rs. 20417.07 lakh has
been released.
NBM:- 18 Bamboo value chain development units have been established in Uttar
Pradesh including primary processing, product manufacturing and market infrastructure.
Mission for Aatmanirbharta in Pulses:- In order to strengthen post harvest
infrastructure, 56 processing and packaging units have been allocated to the State of Uttar
Pradesh in the first phase (2025-26).(d): Under the ‘Support to State Extension Programs for Extension Reforms(ATMA)’
component, the scheme supports State Government's efforts and to make available latest
agricultural technologies and good agricultural practices in different thematic areas of
agriculture and allied areas to farmers through different extension activities viz: Farmers
Training, Demonstrations, Exposure Visits, Kisan Mela, Mobilization of Farmers Groups and
organizing Farm schools etc. Under the scheme, it has been provisioned that atleast 50 %
beneficiaries must be selected from the Small and Marginal farmer category. The ATMA
scheme is being implemented in all the 75 districts of Uttar Pradesh.
To enhance transparency and traceability, the Government is rolling out a Seed
Authentication, Traceability and Holistic Inventory (SATHI) digital platform, in phased
manner to enable all the farmers including small and marginal farmers to verify the seed source
and certification status.
Further, as part of the Digital Agriculture Mission, under AgriStack, Farmer IDs are being
created to enable unique identification of farmers including small and marginal farmers for
efficient service delivery and beneficiary targeting in schemes like PM-KISAN, MSP
procurement in various states etc. Farmer IDs have been created for 1,97,19,538 farmers in the
State of Uttar Pradesh. Further, under the Digital Crop Survey 5,56,94,628 plots have been
surveyed during the Rabi season in this State.
(e): The Department of Agriculture and Farmers’ Welfare organizes the National Conference
on Agriculture for Kharif and Rabi annually, prior to the commencement of each cropping
season. These conferences are convened to discuss strategies for achievement of national crop
production targets, address issues raised by States, facilitate coordinated planning between the
Centre and States, and ensure the timely availability of critical agricultural inputs.
Under KY Schemes, monitoring for various components is being done through Krishi
Mapper platform for distribution of seeds, demonstrations, geo-tagging, geo-fencing of assets
etc. Monthly physical and financial progress is also monitored through regular progress reports
and review meetings conducted at various levels including the meetings at the level of the
Minister of Agriculture and Farmers Welfare as well as the State Agriculture Minister to ensure
effective implementation of the scheme.
