Parliament Question: Implementation of Mega Food Park and APC Schemes

GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES LOK SABHA UNSTARRED QUESTION NO: 3382 ANSWERED ON 12TH MARCH, 2026 IMPLEMENTATION OF MEGA FOOD PARK AND APC SCHEMES † 3382. SHRI DARSHAN SINGH CHOUDHARY : Will the Minister of Food Processing Industries be pleased to state: (a) whether the Government has implemented the Mega Food Park and Agro-Processing Cluster (APC) schemes with the objective of value addition to agricultural products, increasing farmers' income, developing food processing infrastructure and generating rural employment, if so, the details thereof; (b) the number of Mega Food Parks and Agro-Processing Clusters sanctioned or commissioned in the country, particularly in Madhya Pradesh during the last five years and the number of farmers, Farmer Producer Organisations (FPOs), Self-Help Groups (SHGs) and Micro, Small and Medium Enterprises (MSMEs) units benefited from the said parks and clusters; and (c) whether any additional steps or revised guidelines have been proposed by the Government for the augmentation of cold-chain and logistics, export infrastructure, easy credit and capital assistance, and incentivizing private investment with an aim to increase the effectiveness of Mega Food Parks and clusters and if so, the details thereof? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH) (a) to (c): The Ministry of Food Processing Industries (MoFPI) has been implementing the Mega Food Park (MFP) Scheme and Agro Processing Clusters (APC) Scheme, which are component schemes of the Central Sector Umbrella scheme "Pradhan Mantri Kisan Sampada Yojana (PMKSY)”. The main objective of the MFP and APC scheme is to create modern infrastructure for the food processing sector along the value chain from farm to market to reduce wastage of agricultural produce, enhance value addition, increase farmer’s income, and generate employment, including rural areas. The Mega Food Park Scheme adopts a cluster-based approach and provides for establishment of a Central Processing Centre (CPC) supported by Primary Processing Centres (PPCs) and collection centres, along with common infrastructure such as warehousing, cold storage, logistics facilities, quality control laboratories and packaging facilities. Similarly, the Agro-Processing Cluster Scheme aims to develop modern infrastructure and common facilities for food processing industries in a cluster-based manner to encourage the setting up of food processing units and attract investment in the sector. While APC scheme was continued during 15th Finance Commission Cycle, the MFP scheme was discontinued with effect from 01.04.2021. Under Mega Food Parks Scheme 41 mega Food parks have been approved across the country similarly under Agro-Processing Clusters scheme 63 APCs have been approved. Out of which 5 MFPs and 19 APC projects have been approved during last five years. No project has been approved in the state of Madhya Pradesh during the last five years. However, the Ministry has approved 2projects under MFP scheme and 3 projects under APC scheme in the state of Madhya Pradesh since the inception of the schemes. The details of the MFP and APC Projects approved in the state of Madhya Pradesh along with farmers benefitted and number of food processing units including Micro, Small and Medium Enterprises (MSME) established in the MFPs and APCs are at ANNEXURE. Government has taken several additional steps for the augmentation of easy credit and capital assistance, and incentivizing private investment with an aim to increase the effectiveness of Mega Food Parks and clusters, including those in Madya Pradesh. To populate the approved MFPs and APCs with food processing units, exclusive Expression of Interest (EOI) for establishment of Food processing units inside MFPs and APCs have been called for under the scheme for Creation / Expansion of Food Processing & Preservation Capacities (CEFPPC) of the Ministry and later on, certain percentage of funds have been specifically earmarked for food processing units inside Mega Food Parks (MFPs) and Agro processing clusters (APCs).
