IMPLEMENTATION OF ODOP IN UTTAR PRADESH

Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the number of districts in Uttar Pradesh that have implemented One District One Product
(ODOP) scheme, so far;
(b) the time by which every district of Uttar Pradesh would be able to implement this scheme;
(c) the steps being taken by Government to create a digital ecosystem to sell these products;
(d) the number of incubation centres and Startups that have been setup in Uttar Pradesh for the
implementation of the said scheme;
(e) the number of industries that have come up till date and are likely to come up for processing
of these products;
(f) the expected revenue to be generated by this scheme, year-wise; and
(g) the employment prospects for youth under the said scheme?

(a) & (b): Ministry of Food Processing Industries (MoFPI) is implementing a Centrally
Sponsored- "Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME)
Scheme" for providing financial, technical and business support for upgradation of micro food
processing enterprises across the country including Uttar Pradesh. The Scheme adopts One District
One Product (ODOP) approach to reap the benefit of scale in terms of procurement of inputs,
availing common services and marketing of products. ODOP for the scheme provides the
framework for value chain development and alignment of support infrastructure. The scheme is
being implemented across all the districts of Uttar Pradesh.
(c): Ministry does not provide direct platform for selling of products. However, scheme
provides grant-in-aid through its Branding and Marketing support to help groups with limited
market access to boost the visibility and sales of their products. This is achieved through strategic
tie-ups with regional and national retail chains. For this, Memorandum of Understanding (MoU)
with Government e-Marketplace (GeM) portal has been done on 14th November, 2024 to facilitate
marketing of products manufactured by the units supported under PMFME Scheme.
(d): For the State of Uttar Pradesh, 14 Incubation centres have been approved till 31st
December, 2025. These Incubation Centres provide incubation, mentoring, capacity building and
other institutional support to enterprises and entrepreneurs for effective implementation of thescheme. Start-ups in the food processing sector are supported under the PMFME Scheme through
these incubation centres and other components of the scheme, aimed at promoting innovation,
entrepreneurship and value addition at the local level.
(e): For the State of Uttar Pradesh, loans for 22,060 micro food processing enterprises have
been sanctioned under credit linked subsidy till 31st December, 2025. The scheme is demand driven
and any interested micro food processing enterprise may apply for assistance under the scheme,
subject to eligibility and scheme guidelines.
(f): The PMFME Scheme is a demand-driven scheme aimed at providing financial, technical
and business support for upgradation of micro food processing enterprises through capacity
building, credit support, technology upgradation and market linkages. Revenue generation under
the scheme is expected to be gradual and progressive over the period of implementation and will
depend upon beneficiary participation, market conditions and effective convergence with other
Government initiatives. Any interested micro food processing enterprise may apply for assistance
under the scheme, subject to eligibility and guidelines.
(g): Under the PMFME Scheme, 5,18,121 direct and indirect employment has been generated
across the country as on 31st December, 2025.
