Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the number of marine fish processing units currently operational in the country, State/UT-wise;
(b) the processing capacity of these units including frozen, canned and value-added products, State/UT-wise;
(c) the volume of marine fish processed annually and the proportion exported vis-à-vis domestically consumed during the last five years, year-wise;
(d) the funds allocated, released and utilised for development of marine processing infrastructure including cold storage, modernisation and mechanisation during the said period, year and State/UT-wise;
(e) whether the Government has any schemes or incentives to promote private investment in marine processing and value addition and if so, the details thereof; and
(f) the steps taken to ensure quality standards, hygiene and compliance with export norms including inspection and certification mechanisms? ANSWER THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN)

(a) & (b) The State-wise capacity data is maintained by The Marine Products Export Development Authority (MPEDA). As per data provided by MPEDA, the State-wise/UT-wise details of MPEDA registered marine fish processing units along with total processing capacity of these units as on 27.03.2026 are given in Annexure I.
(c) The Marine Products Export Development Authority (MPEDA) is a statutory body under the Department of Commerce, mandated to promote and develop marine product exports from India. As per data provided by MPEDA, details of export of seafood from India for the last five years are given in Annexure II.
(d) (i) The Ministry of Food Processing Industries provides financial support to the entrepreneurs and entities involved in the food processing sector including Marine and Fish Processing under the Pradhan Mantri Kisan Sampada Yojana (PMKSY) and the Production Linked Incentive Scheme for Food Processing Industry (PLISFPI). The PMKSY is a Central Sector demand driven umbrella scheme with six sub components wherein applications for providing support are invited through Expression of Interest (EoI) from all over the country.
The funds are not allocated/sanctioned/released State-wise under any of the component schemes of PMKSY. The proposals received are scrutinized for their eligibility and evaluated based on the criteria fixed as per the extant scheme guidelines. Merit based approvals are given to the eligible proposals based on availability of funds. Under PMKSY, 23 number of projects have been assisted by the MoFPI with Project Cost of ₹ 663.11 Crore and Grant-in-aid of ₹
144.88 Crore creating processing and preservation capacity of 8.096 LMT/Annum. Under Production Linked Incentive Scheme for Food Processing Industry (PLISFPI), 28 number of units have been assisted by the MoFPI with actual investment of ₹ 1157.34 crore and Sales based approved Incentive of ₹ 826.80 crore creating processing & preservation capacity of 474927 MT/Annum. The details of projects approved under PMKSY and PLISFPI for development of marine processing infrastructure during the last five years are in Annexure- III.
(ii) The Marine Products Export Development Authority (MPEDA) has extended financial assistance under various schemes to support the development of marine processing infrastructure, including value addition facilities, automated machinery, cold storage, handling centres, etc. The State/UT-wise details of financial assistance released by MPEDA for the development of marine processing infrastructure for the last five years are at Annexure IV.
(e) The Government has several schemes / incentives to promote private investment in marine processing and value addition. The details are as under:
(i) The Pradhan Mantri Kisan Sampada Yojana (PMKSY) of the Ministry of Food Processing Industries provides financial assistance for setting up and expansion of food processing units, including marine products. The Ministry, under component schemes of PMKSY such as Integrated Cold Chain, Value Addition Infrastructure and Creation/Expansion of Food Processing & Preservation Capacities and Operation Greens provides grant-in-aid of 35% of eligible project cost for general area applicantsand 50% of the eligible project cost for SC/ST/FPOs and difficult area applicants with celling of ₹5 crore to ₹10 crore of eligible project cost.
(ii) The Pradhan Mantri Matsya Sampada Yojana (PMMSY) of the Ministry of Fisheries, Animal Husbandry and Dairying provides financial support for establishment, modernization and expansion of fish processing units, cold chain and value addition infrastructure, with admissible subsidy ranging from 40% to 60% for eligible beneficiaries.
(iii) The Marine Products Export Development Authority (MPEDA) implements schemes such as Technology Development for Value Added Marine Products, providing assistance up to 50% of the admissible cost incurred subject to maximum assistance of ₹500 Lakh whichever is less for setting up of and upgradation of processing facilities, adoption of modern technology, quality control systems and infrastructure development.
(iv) Under Marine sector of Production Linked Incentive (PLI) Scheme for Food Processing Industry, MoFPI provides performance-linked incentives of 8% of incremental sales subject to maximum of ₹79.44 crore per project to promote domestic manufacturing and value addition, including in marine products.
(v) The Fisheries and Aquaculture Infrastructure Development Fund (FIDF) has been created by the Department of Fisheries, Ministry of Fisheries , Animal Husbandry & Dairying which provides 3% annual interest subvention and credit guarantee coverage to the projects for setting up and improving the marine and fish production , handling and processing infrastructure in the country.
(vi) In addition, the Government supports capacity building, quality assurance, export facilitation, and adoption of international standards to encourage private sector participation in marine processing and value addition.
(f) The Government has put in place a robust mechanism to ensure quality, hygiene and compliance with export norms, which includes mandatory licensing by the Food Safety and Standards Authority of India (FSSAI), implementation of food safety standards, implementation of Food Safety Management systems like GMP, GHP, HACCP, ISO22000 etc., pre-export inspection and issuance of health certificates, and establishment of quality control laboratories and stakeholder training, approval and monitoring of processing units by the Export Inspection Council, registration and oversight by the Marine Products Export Development Authority, these measures ensure compliance with international standards of major importing countries.
The export of seafood from India is regulated through a comprehensive framework of national bodies like MPEDA, Export Inspection Council (EIC) and Food Safety Standards Authority of India (FSSAI) to ensure product quality, safety, traceability, and compliance with international standards. All the seafood establishments are registered with MPEDA and approved by the Export Inspection Council (EIC). MPEDA, as a promotional authority, gives emphasis on training, stakeholder consultation, dissemination of standards, and Sanitary & Phyto Sanitary
(SPS) notifications related to quality.
Any amendments to quality or food safety regulations notified by importing countries are reviewed by the SPS Committees, as circulated by the WTO. The relevant information is subsequently disseminated to exporters having shipments to the specified countries. In cases requiring specific interventions, meetings and/or training programmes are organised to facilitate compliance with the revised requirements.MPEDA ensures quality and compliance of seafood exports through the following measures:
Registration & Traceability: Registers processing units (with approval by Export Inspection Council (EIC)) and ensures traceability through farm IDs, GPS-based enrolment, and catch certification. Residue Monitoring: Implements the National Residue Control Programme (NRCP) for testing residues in aquaculture products.
Testing Mechanism: Conducts mandatory Pre-Harvest Testing (PHT) and Pre-Export Testing (PET) to ensure compliance with importing country standards. Capacity Building: Provides HACCP training and promotes hygienic handling and cold chain practices through NETFISH and NaCSA.
Certification: Issues export facilitation certificates and supports digital certification systems for faster processing. Rejection Handling: Participates in joint inspections with EIC to investigate export rejections and suggest corrective measures.
Policy Support: Contributes to regulations restricting antibiotic use and promotes sustainable aquaculture practices.
In addition, the Export Inspection Council (EIC) acts as the Competent Authority for official inspection and monitoring of seafood exports. The Export Inspection Council (EIC) acts as the Competent Authority for inspection and monitoring of seafood exports under the Export (Quality Control & Inspection) Act, 1963. It ensures that fish and fishery products comply with importing countries’ requirements through periodic inspections and training on FSMS. Export certificates are issued after verifying compliance with prescribed standards.
