Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased
to state:
(a) whether the Government has reviewed the implementation of the One Nation One Ration Card
(ONORC) Scheme in Mainpuri district, Uttar Pradesh and if so, the details and findings thereof;
(b) the total number of beneficiaries who have availed intra-State and inter-State portability under the said Scheme during the last three years, year, State and district-wise particularly for Mainpuri in Uttar Pradesh;
(c) the number of complaints received regarding denial of foodgrains, Aadhaar authentication failures, biometric mismatches and technical glitches, along with the action taken thereon, State and district-wise, particularly for Mainpuri in Uttar Pradesh;
(d) whether the Government has assessed the impact of such issues on migrant workers and other beneficiaries in Mainpuri and if so, the details thereof; and
(e) the details of the corrective measures taken by the Government to ensure uninterrupted ration delivery and strengthen grievance redressal in the said district? ANSWER MINISTER OF STATE FOR MINISTRY OF CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBH Al BAMBHANIYA)
(a): The One Nation One Ration Card (ONORC) system has been implemented across all 36 States/UTs (including Mainpuri District of Uttar Pradesh), enabling NFSA beneficiaries to access their entitled foodgrains from any Fair Price Shop in the country through Aadhaar-based biometric or C)TP authentication. Since its launch (till 08.07.2026), over 221 crore portability transactions have been recorded, benefiting mjgrant NFSA beneficiaries.(b): A statement showing numbers of Inter-State and intra-State ONORC transactions State-wise for last three years is at Annexure-I and numbers of Inter-State and Intra-State ONOR(= transactions of Uttar Pradesh district-wise is at Annexure-II.
(c) & (d): Multiple authentication modes have been provisioned under the Public Distribution System (PDS), including Single Finger, Fusion Finger, IRIS, and Aadhaar-based OTP authentication.
In cases where authentication by one household member fails, other eligible family members linked to the ration card are permitted to authenticate and draw foodgrains. Additionally, a nominee facility has been provided in exceptional cases, allowing beneficiaries to authorise another individual to lift ration on their behalf. The e-PoS devices have a functionality to work in offline mode with limited/ no internet connectivity. e-PoS devices are required to periodically connect to a network to synchronize offline transaction data with the PDS online system.
All States/UTs have been advised that no genuine beneficiary/household shall be denied from receiving entitled quota of subsidised foodgrains due to failure of biometric/Aadhaar authentication due to network/connectivity/linking related issues, other technical reasons or poor biometrics of the beneficiary.
These measures ensure that eligible beneficiaries (including migrants) are not denied their entitlements.
(e): The measures taken by the Government to ensure uninterrupted ration delivery and
strengthen grievance redressal mechanism for NFSA beneficiaries are as follows: i. Digitisation & Aadhaar seeding: Ration cards/beneficiary database 100% digitised in all States/UTs; 99.7% of ration cards Aadhaar-seeded, eliminating bogus/duplicate cards.ii. Transparency & grievance redressal: Transparency portals and online grievance redressal/toll- free helplines operational in all States/UTs.
iii. Online allocation & supply chain computerisation: Online allocation implemented in all States/UTs; supply chain computerised in 31 States/UTs (except Chandigarh, Puducherry and urban Dadra & Nagar Haveli, which have adopted DBT Cash Transfer).
iv. ePoS-based Aadhaar au{hentication at FPS level: 5.50 lakh (99.8%) of 5.51 lakh Fair Price Shops automated with ePoS devices, ensuring biometric authentication of beneficiaries at the poinl of distribution and curbing diversion v. One Nation One Ration Card (ONORC): Nationwide portability implemented across all 36 States/UTs, covering all PVIGKAY beneficiaries; over 221 crore portability transactions recorded to date, reducing exclusion and duplicate entitlement claims.
vi. Rightful Targeting (RT): A dedicated de-duplication and beneficiary-verification exercise using Aadhaar/PDS data analytics has led to identification and deletion of ineligible/duplicate beneficiaries, with 5.95 Cr flagged beneficiaries (excluding landholding cases) and 2.35 Cr deleted beneficiaries.
vii. SMART-PDS reform initiative: Being implemented with modules for Ration Card Management, Distribution, Supply Chain and Grievance Redressal to further standardise and digitally integrate State-level TPDS operations.
viii. NIRMAL & SAKSHAM: New initiatives under the SARTHAK PDS Umrella Scheme (2026-
31) aimed at strengthening data architecture/analytics (NIRM AL) and real-time data integration (including VLTS) from Procurement of food grains to Distribution to the beneficiaries
