GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION NO. 1202 ANSWERED ON 27.07.2026 IMPLEMENTATION OF PM SETU SCHEME IN PERAMBALUR 1202. THIRU ARUN NEHRU: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether any Industrial Training Institutes (ITIs) have been identified for upgradation under the Pradhan Mantri Skilling and Employability Transformation via Upgraded ITIs (PM SETU) Scheme in Perambalur Lok Sabha Constituency and, if so, the details thereof; (b) the details of funds allocated and released for the implementation of PM SETU in the said Constituency during the last three years and the current year; (c) the infrastructure proposed to be created or upgraded in ITIs of the Constituency, including AI laboratories, smart classrooms, modern workshops and advanced training equipment; (d) the details of industry partnerships established to facilitate curriculum alignment, apprenticeship, dual training programmes and campus placements for trainees in the constituency; and (e) the measures taken/being taken by the Government to enhance the employability of certified trainees from Perambalur Constituency, including the placement targets and monitoring mechanism under PM SETU? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (e): The Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme envisages to enhance the overall quality and relevance of vocational training with upgraded labs, machines, and industry-aligned curriculum in the country. The key objectives of the scheme are: i. To improve the quality of training delivery in ITIs and NSTIs; ii. To modernize infrastructure and equipment as per industry standards; iii. To introduce industry-aligned long-term and short-term courses, especially in new and emerging sectors; iv. To strengthen industry linkage for demand-driven skilling and better employment outcomes; and v. To enhance the capacity of National Skill Training Institutes (NSTIs) for training of trainers. The scheme comprises of two components: i. Component I – Upgradation of 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model wherein upgradation includes smart classrooms, modern labs, digital content, and new courses aligned to industry needs.ii. Component II – Capacity Augmentation of five NSTIs located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana, including setting-up sector-specific National Centres of Excellence for skilling, with focus on advanced training of trainers with global partnership. The selection of ITIs under PM-SETU scheme is led by the respective State/UT Governments in consultation with industry, ensuring alignment with emerging skill needs and local industrial potential. The State Government of Tamil Nadu has identified Six clusters under the PM-SETU Scheme, with six (6) Hub ITIs and twenty-four (24) spoke ITIs. The list of Hub and Spoke ITIs are given in Annexure-I. So far, no ITIs from Perambalur Lok Sabha Constituency is identified under the scheme by State Government of Tamil Nadu. Also, no proposal or Strategic Investment Plan (SIP) from the State is pending for consideration or approval before the National Steering Committee (NSC). Accordingly, no fund has been released for upgradation of ITIs under the PM-SETU scheme. Under the Craftsmen Training Scheme (CTS), curricula are developed and periodically revised by the Directorate General of Training (DGT) through a consultative process involving industry representatives, academia, training experts, and other relevant stakeholders. This ensures that the training content remains aligned with the evolving requirements of industry. In addition, the Flexi MoU Scheme and the Dual System of Training (DST) are being implemented to provide trainees with industry-based training, strengthen industry linkages, and familiarize them with the latest technologies and practices. These schemes enable industries to train candidates according to their specific skill requirements while providing trainees with practical exposure in an industry environment aligned with market demand. Upon successful completion of training under these schemes, trainees may be directly employed or engaged as apprentices by organizations. To enhance the employability of certified trainees under CTS, DGT has integrated Employability Skills as a compulsory component in all CTS courses, covering communication skills, digital literacy, financial literacy, entrepreneurship, workplace safety, and professional ethics.
