Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) whether the Government has reviewed the progress of the Pradhan Mantri-Surya Ghar Muft
Bijli Yojana (PM-SGMBY) including the number of rooftop solar installations completed and
households benefited therefrom in the country till date and if so, the details thereof,
State/UT wise including Rajasthan, Uttar Pradesh, Maharashtra, Himachal Pradesh, Telangana
and Madhya Pradesh;
(b) the details of Central Financial Assistance sanctioned, released and the average time taken for
processing subsidy claims, State-wise and district-wise;
(c) the measures taken by the Government to address delays in rooftop solar installation,
DISCOM preparedness and grid connectivity particularly in low performing States and the
timeline for achieving the targets under PM-SGMBY;
(d) whether the Government has assessed the contribution of the scheme towards distributed
renewable energy generation and reduction in carbon emissions and if so, the details thereof;
(e) whether the Government proposes to accelerate implementation of the Scheme and expand
rooftop solar coverage in tier-II towns and rural areas of the said States and if so, the details
thereof; and(f) whether the benefits of the scheme have been extended to the Sidhi Lok Sabha Constituency
and if so, the details thereof?

(a) & (b) The progress of the PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY) is being monitored
at different levels including through review meetings with various stakeholders across the country
from time to time.
The PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY) is a demand-driven scheme wherein all
residential consumers in the country, having a grid-connected electricity connection with the local
DISCOM, can avail the benefits of the scheme, for installation of RTS systems by applying on the
National Portal (www.pmsuryaghar.gov.in) of the scheme.
Under the scheme, since its launch in February 2024, a total of 40,45,298 RTS systems have been
installed, benefitting 48,80,796 households, and an amount of Rs. 27,343.9 crore has been released
as Central Financial Assistance (CFA) to the beneficiaries across the country, as on 27.07.2026.
The State/UT-wise details are given in the Annexure-I and district wise details for the states of
Rajasthan, Uttar Pradesh, Maharashtra, Himachal Pradesh, Telangana and Madhya Pradesh are
given at Annexure-II.
Under the PMSG: MBY, the entire process from application to Central Financial Assistance (CFA)
disbursal is online through the National Portal. With all credentials are entered correctly on the
National portal, the average time taken in releasing the CFA is around 15 days after redemption
request made by the consumer.
(c) To address delays in rooftop solar installation, DISCOM preparedness and grid connectivity,
and promote adoption of the scheme across the country, including the low-performing States, the
Ministry has taken the following measures:
• Online process from application to disbursal of subsidy directly into the bank account of the
residential consumer through the National Portal.
• Availability of collateral-free loan from nationalized banks at a concessional interest rate of
repo-rate plus 50 bps, i.e., 5.75% per annum for the present, with a tenure of 10 years.
• Simplified the regulatory approval process by waiving technical feasibility requirement and
introducing auto load enhancement upto 10 kW.
• Net metering agreement has been made part of application in the National Portal eliminating
need for its separate approval.
• Simplified process for registration of vendors to ensure sufficient and qualified vendors are
available.
• Capacity building and training programmes being conducted for creating skilled manpower.
• Creating awareness about the scheme, through awareness and outreach program such as print
advertising in leading newspapers, TV commercials campaigns, Radio campaigns across FM
stations including regional channels, etc., in the country.• Regular monitoring of the progress of the scheme at different levels including with
states/DISCOMs.
• Conducting regional review meetings from time to time.
• Established grievance redressal mechanism for timely resolution of grievances. A Call Centre
with telephone number 15555 is operational in 12 languages.
Further, MNRE and REC ltd., as the National Programme Implementing Agency (NPIA), for
PMSG: MBY, work in close coordination with all the DISCOMs, for effective implementation of
the scheme.
(d) Under the PMSG: MBY, it has been estimated that RTS installation in one crore households
may produce renewable electricity of 1,000 billion units, which may result in reduction of 720
million ton of CO eq emission during the 25 years of lifetime of the RTS systems.

(e) The PMSG: MBY is a demand-driven scheme and being implemented across the country
including in in tier-II towns and rural areas of the Rajasthan, Uttar Pradesh, Maharashtra, Himachal
Pradesh, Telangana and Madhya Pradesh.
(f) Under the PMSG: MBY, since its launch in February 2024, a total of 1818 RTS systems have
been installed, benefitting 1818 households and an amount of Rs. 12.7 crore has been released as
CFA to the beneficiaries in the districts covering Sidhi Lok Sabha constituency in the state of
Madhya Pradesh, as on 27.7.2026.
