Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) the status of the implementation of the Pradhan Mantri Yuva Udyamita Vikas Abhiyan (PM-
YUVA) across the country, State/ UT-wise;
(b) the number of beneficiaries and entrepreneurs supported under the scheme, State/ UT-
wise;
(c) the budget allocated and utilized under PM-YUVA, State/ UT-wise;
(d) the details of the entrepreneurial skills and training provided under the said scheme; and
(e) whether the Government has assessed the impact of PM-YUVA on promoting
entrepreneurship, job creation and economic growth, if so, the findings thereof?

(a) to (d) The Ministry of Skill Development and Entrepreneurship (MSDE) in association with
Wadhwani Operating Foundation (WOF) launched the Pradhan Mantri Yuva Udyamita Vikas
Abhiyan (PM-YUVA) on 9th November, 2016 with the objective to create an enabling ecosystem
for entrepreneurship development through entrepreneurship education and training across the
country. This was implemented in Institutes of Higher Learning (Colleges, Universities,
Polytechnics). A total of 239 Institutes of Higher Learning were empanelled across 26 States/
UTs. However, the scheme was restructured in June 2018 to include skill training institutes under
MSDE, namely, Industrial Training Institutes (ITIs), Jan Shikshan Sansthan (JSS), Pradhan
Mantri Kaushal Kendra (PMKK) and Polytechnics. The number of beneficiaries reached through
PM-YUVA in Phase-I State/UT-wise is given in Annexure I.
Based on the learnings from PM-YUVA Phase-I, the Ministry rolled out Phase-II of PM-YUVA
from November 2019 to March 2022 through National Institute of Entrepreneurship and Small
Business Development (NIESBUD), an autonomous institution under the administrative control of
the Ministry, in around 300 Institutes under the skill ecosystem. The aim of the Pilot Project was
to promote entrepreneurship as an alternate career choice and provide mentoring support to
potential and early-stage entrepreneurs from the skill ecosystem. The project was implemented
in Ten States and Two Union Territories (viz. Assam, Bihar, Kerala, Maharashtra, Meghalaya,
Tamil Nadu, Telangana, Uttar Pradesh, Uttarakhand, West Bengal, Delhi and Puducherry).
The number of beneficiaries reached through PM-YUVA Phase-II State/UT-wise is given in
Annexure II.
An amount of Rs. 6 Crore was utilized against an allocation of Rs.499.9 Crore on PM-YUVA
Phase I and an amount of Rs. 12 Crore was spent against an allocation of Rs 12 Crore on PM-
YUVA Phase II.Under PM-YUVA, a structured framework of entrepreneurship education, capacity building and
handholding support was implemented across the project States/UTs. The entrepreneurial skills
and training imparted under the scheme included the following:
i. Entrepreneurship Awareness and Mobilisation: Orientation programmes for principals,
students and community members to build understanding of entrepreneurship as a viable
career pathway and to sensitise stakeholders about opportunities, schemes and support
systems.
ii. Entrepreneurship Education and Training: Delivery of structured Entrepreneurship
Development Programmes (EDPs) within skilling institutes aimed at equipping trainees with
competencies such as opportunity identification, business planning, financial literacy,
market assessment, regulatory compliances and enterprise management.
iii. Training of Trainers (ToT) and Faculty Mentor Training: Capacity building of institutional
faculty to deliver entrepreneurship curriculum effectively, including pedagogy, facilitation
skills, assessment of business ideas, and mentoring techniques.
iv. Mentoring and Handholding Support: Organizing Mentoring Camps and provision of pro-
bono mentoring to support potential and existing entrepreneurs in refining business plans,
understanding market linkages, accessing credit, and addressing early-stage enterprise
challenges.
v. Exposure, Events and Recognition: Facilitation of entrepreneurship-related events,
competitions and award platforms to provide students and trainees exposure to
entrepreneurial ecosystems, peer networks and role models.
Through these interventions, the scheme provided end-to-end entrepreneurial training covering
awareness, education, capacity building, mentoring and enterprise support for beneficiaries
across the project States/UTs.
(e) The Ministry conducted an independent evaluation of both PM-YUVA Phase-I and PM-
YUVA Phase-II. The findings of the evaluation reveal that Phase-I was successful in generating
employment and imparting business skills. Aspiring entrepreneurs successfully established
networks with mentors, government officials and investors. Under Phase-II, the scheme benefited
micro-enterprises in the unorganized sector by aiding with financial mainstreaming and
documentation. The scheme envisaged creation of 600 new and 1000 scale-up enterprises,
