SHRI MALAIYARASAN D: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the present status of the implementation of the Pradhan MantriAwasYojana – Gramin (PMAY-G) in Tamil Nadu and number of houses constructed so far; (b) the total number of beneficiaries identified and the funds allocated to the State under the scheme during the last three years; (c) the reasons for delay, if any, in the construction of houses and the steps taken by the Government to expedite the process; (d) whether the Government has faced any challenges in identifying land or providing necessary infrastructure like water, sanitation and roads for the beneficiaries under the scheme and if so, the steps taken to resolve the issues; and (e) the target set for the completion of the project in Tamil Nadu and the timeline for achieving the same? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a): In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan MantriAwaasYojana- Gramin (PMAY-G) with effect from 1st April, 2016 to construct 2.95 crore houses by providing assistance to eligible rural households with basic amenities. The Union Cabinet has approved the proposal for the continuation of the Pradhan MantriAwaasYojana- Gramin (PMAY-G) during FY 2024-25 to 2028-29 for the construction of additional 2 crore rural houses. Page 1 of 4As on 17.07.2025, against a cumulative target of 9,57,825 houses, 7,43,299 houses have been sanctioned and 6,44,600 houses have been completed in the State of Tamil Nadu.. (b): A total of 59,121 houses have been sanctioned to the beneficiaries by the State of Tamil Nadu during the last three years and an amount of Rs. 2158.14 Crore as Central Share has been released to the State during the same period under PMAY-G. (c): During the period of Covid-19 pandemic induced nation-wide lockdown, all construction activities including construction of houses under PMAY-G were also affected. In addition to this, the main challenges in implementation of PMAY-G include the delay in release of Central & State Share from State Treasury to State Nodal Account of PMAY-G, cases of unwillingness of beneficiaries, permanent migration, disputed succession of deceased beneficiaries, delay in allotment of land to landless beneficiaries by the States/UTs and at times General/Assembly/Panchayat elections, unavailability of building materials. The Ministry is taking various steps to increase the pace of house sanction & completion and achievement of the targets under the scheme. Some of which are as under: i. Timely allocation of targets to the States/UTs ii. Launch of PMAY-G analytic Dashboard for monitoring and supervision of the scheme. iii. Micro monitoring of house sanction and completion using the latest IT tools and technologies. iv. Regular review by Hon’ble Minister, Secretary and Deputy Director General v. Focus on completion of those houses where 3rd or 2nd installment of funds has been released vi. Separate review of States with high targets. vii. Timely release of funds as per the requirements of States/UTs viii. Continuous follow-up with States / UTs on providing land to landless beneficiaries of PMAY-G. (d): Yes, the Government has encountered certain challenges in identifying suitable land for the beneficiaries under PMAY-G. Under the Pradhan MantriAwaasYojana - Gramin (PMAY-G), as per the provisions of the scheme, the State/ Union Territory (UT) shall ensure that the landless beneficiary is provided land from the Page 2 of 4government land or any other land including public land (Panchayat common land, community land or land belonging to other local authorities). For the selected land, adequate infrastructure, viz., electricity, road connectivity and availability of drinking water, solid & liquid waste management facilities, may be ensured by the State/UT Government. Land is a State subject and the Ministry has no role in the land acquisition matters of the States. The Ministry has, however, been actively pursuing this matter with the States/UTs for providing land to remaining landless beneficiaries. Following steps have been taken by this Ministry :- i. Issuing instructions in the Framework for Implementation (FFI) of the PMAY-G for the States/UTs to provision land for landless beneficiaries from the government land or any other land including public land (Panchayat common land, community land or land belonging to other local authorities). ii. Regular follow up with the States/UTs in review meetings and communications have been issued to the States/UTs to expedite provisioning of land for landless beneficiaries under the PMAY-G. iii. A module for capturing details of landless beneficiaries has been developed on the AwaasSoft-MIS of PMAY-G for regular monitoring. iv. Under PMAY-G, there is no bar on construction of more than one storeyed houses / multi-storeyed buildings for more than one PMAY-G beneficiaries combined together. v. Since the land is a State subject, the Ministry is not in a position to frame a policy on the matter. However, the Ministry during FY 2021-22 has already requested the States/UTs for constituting a Task force under the chairpersonship of the Chief Secretary concerned with the Secretary (Revenue) and the Secretary, in-charge of Department dealing with the PMAY- G. The Ministry in the current phase of PMAY-G (2024-29) is continuously monitoring the provision of land to all landless beneficiaries. (e): In order to achieve the objective of "Housing for All" in rural areas, the Ministry of Rural Development is implementing Pradhan MantriAwaasYojana- Gramin (PMAY-G) with effect from 1st April 2016 to provide assistance to 4.95 crore eligible rural households with basic amenities by March 2029. The state of Tamil Nadu has not carried out the Awaas+ 2024 survey for identification of additional eligible households to avail benefits of the PMAYG. Page 3 of 4***** Page 4 of 4
